The opening ceremony of the 10rd Belt and Road Forum for International Cooperation was held in Beijing on October 18. Since the 1th anniversary of the Belt and Road Initiative, it has brought historic changes to more and more countries. In the next step, how to promote higher quality co-construction? How can deeper cooperation be achieved? "News 1+<>" attention: Ten years of initiative, a new direction for "Belt and Road" cooperation!

The "Belt and Road" gathered together to discuss consensus

On October 10, guests from all over the world arrived in Beijing. On October 17, the third Belt and Road Forum for International Cooperation will open. How do we view the mutual benefit and win-win results achieved by all countries in the past decade? In the future, what will be the new consensus, new measures, and new expectations?

The 10th anniversary of the "Belt and Road" Looking back, look at the changes

Su Xiaohui, associate researcher at the China Institute of International Studies: Over the past decade, we have witnessed the Belt and Road Initiative transform from idea to action, from vision to reality. Today, the Belt and Road Initiative has become a popular platform for international public goods and international cooperation. I remember that after President Xi proposed the Belt and Road Initiative ten years ago, the international community was very curious and very concerned. At that time, we had meetings with some foreign officials and scholars, and they often took out maps and pens, hoping that you would draw a picture on this map, where is the "Silk Road Economic Belt" and where is the "21st Century Maritime Silk Road", and they will ask China whether to build a railway or a road. From this curiosity, it can be seen that they have expectations for what China's initiative will bring to the world, and they also hope to participate in it.

For many countries, the Belt and Road Initiative is no stranger now. When it comes to flagship projects, everyone will pay attention to the China-Europe train, the China-Laos railway, and the China-Pakistan Economic Corridor, and in the infrastructure construction, many local people are also involved, earning wages and skills, which are real changes.

We often say one word - "butt". What is "docking"? It is the docking of many countries' own development strategies with the "Belt and Road" initiative. For example, Kazakhstan's "Bright Road New Economic Policy" is docked with the "Belt and Road" initiative, and Vietnam's "two corridors and one circle" is docked with the "Belt and Road" initiative. The docking process is also a process of understanding cooperation. On the 10th anniversary of the Belt and Road Initiative, many countries are also concerned about the opportunities for common development and cooperation at this summit.

How can the Belt and Road meet challenges and develop better?

Su Xiaohui, associate researcher at the China Institute of International Studies: When it comes to challenges, it should be said that the general environment cannot be ignored. According to the latest World Economic Outlook report released by the International Monetary Fund, we will see that pessimistic expectations exist, including a very slow judgment on the current world economic recovery, including that regional differentiation will further intensify. Similarly, we will see the relationship between security and development. The challenges brought by geopolitical conflicts to development have become more complex, which are the complex environments we face, and will also have some unavoidable impacts on future Belt and Road cooperation.

At the same time, we will also see that when it comes to the Belt and Road Initiative, some countries still want to engage in "small circles", and they are not willing to participate in the platform built by China, but are constantly interfering, stirring, and proposing some so-called alternative solutions in an attempt to disperse the momentum of cooperation.

From China's point of view, we are open to other countries' initiatives, and we certainly support more ideas and solutions to achieve greater development. But to prevent cooperation in this way of interference, for China and the countries in the "circle of friends" we work with, everyone will also judge the corresponding risks and try to avoid these risks.

The 10th anniversary of the Belt and Road Initiative Connectivity in more areas

Ten years after the "Belt and Road" initiative was proposed, among the many achievements, the implementation of a large number of infrastructure connectivity projects is the brightest and most intuitive. The China-Laos Railway is a veritable "golden passage"; The Yawan high-speed railway is Indonesia's first high-speed railway. Traditional infrastructure projects continue to advance, while new infrastructure projects have begun to show new trends.

How to view the official signing of the Hungarian-Serbian railway high-speed EMU project?

Professor Zhai Kun, School of International Studies, Peking University: This signing reflects a new development trend in China's promotion of infrastructure construction along the "Belt and Road", which can be called the "integration model".

(1) The first thing behind the contract of the Hungarian-Serbian railway is Chinese technology.

(2) European interconnection technical specifications and European technical standards.

(3) Location needs. Hungary and Serbia each have their own connectivity needs, which in turn are linked to other connectivity in Europe.

(4) Go in multiple directions. Not only does China want to connect with these regions, but we also help realize the interconnection between these countries that are not directly adjacent to China, and the "Belt and Road" has become a multi-directional rush with multiple arrows and multiple directions. So, this fusion model represented by this project has emerged.

How to view the importance of the digital economic connectivity of the "Belt and Road"?

Professor Zhai Kun, School of International Studies, Peking University: I think the interconnection of the digital economy is one of the major development directions of the "Belt and Road" in the future. To make a metaphor, everyone pays special attention to food cooperation and food security, which is what human beings need for basic survival. In the future, the digital economy will also be the most important and most needed thing in the future economy, just like we eat, it can lay a new foundation for future economic development.

Most importantly, we should note that there are more than 150 countries cooperating with the Belt and Road, which have different levels of development and different needs. For example, the digital economy needs of Laos are different from those of Indonesia and Singapore. Therefore, under the framework of the "Belt and Road", cooperation will be more diversified, and in the diversification, many different things will be produced. For example, China has a "net red economy", and it will have another form of expression in the Middle East. For example, the demand for Laos' digital economy is manifested in whether it can obtain more basic skills related to cross-border e-commerce business, and then transport Laos' native products to Yunnan through the China-Laos Railway to the vast hinterland of China through the digital economy empowerment.
