"In connection with the groundless allegations of Russia's violation of the Budapest Memorandum, we would like to remind you that the memorandum is a component of package agreements, which, in the form of a political declaration, equally imposed obligations on all participants," RIA Novosti quoted Vorontsov as saying.

He noted that Russia strictly complied with the signed documents.

According to him, the agreements of 1994 were undermined by the US course towards NATO expansion.

"We are not obliged to recognize the coups d'état in Ukraine and its rejection of its neutral status," the diplomat added.

In May, former US President Bill Clinton said that already in 2011, after meeting with Russian President Vladimir Putin in Davos, he believed that the conflict in Ukraine was "only a matter of time."
