As Volynets recalled, the right to receive this benefit is determined using a comprehensive assessment of the family's need.

She added that income, property security, as well as employment of able-bodied family members or objective reasons for its absence are assessed.

At the same time, according to the interlocutor of RT, for families raising a disabled child, it is necessary to make an exception as for those who are in particular need of additional support from the state and not take into account their income level and criteria of need.

"The proposed amendments were developed taking into account the position of the parent community and are aimed at harmonizing the approaches used in a comprehensive assessment of need, as well as improving the quality of life of families caring for a disabled child," the text of the appeal says.

Volynets explained that the decision will make the payment more affordable for such families.

An important condition, according to her, is the fact that the child should be brought up in a family, and not in a boarding school.

In her appeal, the Children's Ombudsman proposed to consider amending the government decree "On the procedure for assigning and paying a monthly allowance in connection with the birth and upbringing of a child", which will make it possible not to take into account the income from the work of family members raising a disabled child when calculating and assigning a single allowance.

Earlier, Volynets proposed to provide for the conclusion of an agreement on the provision of comprehensive comprehensive targeted social support to a pregnant woman who is in a difficult life situation and has expressed a desire to have an abortion.
