Sun Qingguo, director of the Safety Foundation Department of the State Mine Safety Supervision Bureau, said in response to a reporter's question that in the next step, we will strictly implement the deployment requirements of the "Opinions", adhere to the goal-oriented, result-oriented and problem-oriented, and on the basis of the "Interim Measures for the Safety Management of Non-coal Mine Outsourcing Engineering", we will speed up the revision of the "Mine Outsourcing Project Safety Management Measures", continue to strengthen and improve the safety management of non-coal mine outsourcing projects, and continuously improve the institutionalization and standardization of outsourcing project management.

Sun Qingguo said that since the institutional reform, the State Mine Safety Supervision Bureau has adopted a series of measures to standardize the safety management of non-coal mine outsourcing projects. In 2021, the "Several Provisions on Strengthening the Safety Management of Metal and Non-metal Underground Mine Outsourcing Engineering" was issued, standardizing the number of contracting units, clarifying the responsibility for safe production of contracting units and contracting units, organizing and carrying out special rectification of mine outsourcing projects and resource integration coal mine safety production, organizing a total of 1360,6800 inspection teams nationwide, sending more than 7,3895 people, lasting 134 months, inspecting 461,<> outsourcing engineering mines, resource integration coal mines and managed coal mines, and discovering <> major hidden dangers. <> outsourcing teams were transferred. Through special rectification, the management of non-coal mine outsourcing projects has been further standardized, and the management level has been greatly improved, but there are still problems such as inconsistent management of personnel, illegal contracting and subcontracting, suspension of safety responsibilities, and insufficient safety investment. The Opinions further set out further requirements for the management of non-coal mine outsourcing projects, clarified the safety responsibilities of non-coal mines, and put forward clear requirements for the number of metal and non-metal underground mine contracting units, the staffing and education of contracting units, blasting operations, and the establishment of its own mining team.
