Nanjing, July 7 (Zhu Xiaohong, Zheng Xiang) On the 20th, the interdepartmental comprehensive supervision service workstation in the waters at the intersection of the Beijing-Hangzhou Canal and the Liuxu of the Yangtze River trunk line was officially put into operation at the Shiqiao Lock of the Yangzhou Navigation Center. The work class jointly established by four units, namely the Subei Navigation Management Office of the Jiangsu Provincial Department of Transportation of the Beijing-Hangzhou Canal, the Zhenjiang Maritime Safety Bureau, the Yangzhou Maritime Safety Bureau, and the Yangzhou Transportation Comprehensive Administrative Law Enforcement Detachment, has entered the normal working state, which marks that the traffic roundabout at the "crossroads" of the Yangtze River and the canal has a "traffic light" and "service desk".

The Liuxu estuary, 6 kilometers away from the "southern gate" of the Subei Canal - Shiqiao Lock, is the largest inland river "crossroads" in China, with nine streams of ship intersecting all year round, complex water conditions, different ship types, and a huge average daily vessel flow, posing a serious safety threat to the navigation and berthing of ships entering and leaving the Subei Canal.

In order to better manage ship transportation, avoid problems such as multiple law enforcement and duplicate law enforcement, and provide safer and better services for the crew, the Subei Navigation Management Office of the Jiangsu Provincial Department of Transport of the Beijing-Hangzhou Canal and the Zhenjiang Maritime Safety Bureau decided to integrate supervision forces, implement cross-departmental cooperation and on-site office mode, and at the beginning of this year, began to carry out the pilot project of comprehensive supervision and exploration of the intersection waters of the Liuxu estuary, and formed the cooperation framework of the "Implementation Measures for the Comprehensive Supervision of Ships Transporting Ships Passing through the Lock in the Intersection of the Beijing-Hangzhou Canal and the Liuxu Trunk Line of the Yangtze River (Trial)" at the end of May. Through cross-regional and cross-departmental notifications and on-site joint inspections, the incidence of safety accidents in the waters where the Beijing-Hangzhou Canal and Liuxu of the Yangtze River trunk line intersected has dropped significantly, and the pilot work has achieved initial results.

According to reports, the cross-departmental comprehensive supervision service work of the intersection of the Beijing-Hangzhou Canal and the Liuxu of the Yangtze River trunk line adopts the "7×24-hour" emergency duty operation mode, led by four member units in turn, and at least two licensed law enforcement personnel are arranged to work on site, mainly responsible for ship on-site supervision and ship safety inspection, water patrol law enforcement and illegal behavior investigation.
