On the same day, the State Council's new office held a regular briefing on consular protection and assistance to the State Council's policies. Deng Li pointed out at the briefing that the Regulations are a summary and refinement of China's long-term practice and institutionalization of consular protection, and are also the first administrative regulations aimed at the protection of the security and rights of overseas Chinese citizens and institutions, which will improve China's ability to carry out consular protection and assistance in accordance with the law.

Deng Li said that after the promulgation of the "Regulations", the Ministry of Foreign Affairs actively implemented them, mainly including four aspects.

First, strengthen supervision and overall guidance. Deng Li pointed out that on the one hand, the Ministry of Foreign Affairs guides embassies and consulates stationed abroad to improve their ability to perform their duties in accordance with the law, and on the other hand, supports local governments to increase the financial guarantee of personnel and institutions. "We also encourage the broad participation of social forces such as insurance companies, emergency relief agencies and law firms and security companies in consular protection work."

The second is to consolidate information construction. Deng Li said that the Ministry of Foreign Affairs instructs embassies and consulates stationed abroad to do a good job in the statistics of Chinese citizens and institutions stationed in the host country, and guides Chinese citizens who have been abroad and plan to go abroad to register basic information in advance on the "Chinese Consul" APP (app) platform, so that everyone can receive consular protection and assistance in a timely manner when encountering an emergency. He also hoped that the general public would improve their security awareness and consciously and proactively register information on the "Chinese Consul" APP before going abroad.

The third is to strengthen risk assessment and safety early warning. Deng Li said that the Ministry of Foreign Affairs continues to pay attention to changes in the global security situation and dynamically update the security risk levels of various countries. "In this regard, we will further improve the level of standardization and refinement to provide timely, effective and accurate information for everyone."

Fourth, strengthen publicity and popularization of the law and education and guidance.
