The Upper Secondary School Association is responsible for the municipalities of Storuman and Vilhelmina's upper secondary schools and offers students SEK 750 per month during the academic years.

The decision has met with strong criticism, including that this would violate the Education Act. Education Minister Lotta Edholm (L) also believes that money should go to schools and not into students' pockets.

"The purpose of the scholarship is to promote students studying. Our mission is to deliver education of good quality but also by making various investments. It is a challenge for small municipalities to maintain a breadth in a range of educational offerings, says Eva Flodin.

Days after the media reported on the upper secondary school association's money contribution, Friskolornas Riksförbund chose to report the union to the Swedish Schools Inspectorate. According to Ulla Hamilton, CEO of Friskolornas riksförbund, it is completely unacceptable to bribe students to start in a certain school.

– We have not seen the report ourselves and have not received any more information than what has come in the media, says Anders Persson (C), chairman of the Southern Lapand Upper Secondary School Association.
