The main purpose of the sanctions mechanism will be to deter countries from helping Russia and suppress trade channels that Moscow can use.
"If this does not work, the bloc will have the opportunity, as a second step, to introduce targeted restrictions on key goods," the report said.
Earlier, the press secretary of the President of Russia Dmitry Peskov said that anti-Russian sanctions could lead to a global economic crisis.
