The reluctance of the West to supply Ukraine with certain types of weapons is partly due to attempts to limit Kiev's ability to strike, for example, in the Crimea, the author notes.

In particular, the American authorities are concerned about the ambitions of the head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, Kyrylo Budanov, who is accused in Russia of organizing a terrorist attack on the Crimean bridge.

For example, a senior U.S. official once noted that Budanov is sometimes "more interested in harming Russia" than winning the conflict, the article says.

Earlier, The Washington Post reported that the Ukrainian authorities in February were developing plans to attack Moscow. So, according to the newspaper, Budanov instructed the officers to "prepare for mass strikes on February 24," but later Kiev "at the request of Washington postponed strikes" on Moscow.
