Beijing, 4 Apr (ZXS) -- On 26 April, China's State Council's report on overseas Chinese affairs in the new era was submitted to the second meeting of the Standing Committee of the 24 th National People's Congress [NPC] for deliberation. The report points out that the total number of overseas Chinese exceeds 6000 million, distributed in nearly 200 countries and regions around the world. The number of new immigrants to the mainland such as study abroad and business investment continues to grow, and the composition of overseas Chinese communities has become more diversified.

Entrusted by the State Council, Chen Xu, director of the Overseas Chinese Affairs Office of the State Council, made a report to the meeting. She said that the current situation of overseas Chinese presents a series of new situations, new characteristics and new trends, which are mainly manifested as follows: First, profound changes have taken place in the composition of overseas Chinese, and economic and technological strength has steadily increased; Second, the awareness of overseas Chinese to integrate into mainstream society has been enhanced, and their social status has gradually improved; Third, the Chinese national and cultural identity of overseas Chinese has been strengthened, and the friendly force has continued to grow; Fourth, the interests of overseas Chinese and the families of returned overseas Chinese are diverse, and the task of serving overseas Chinese is more arduous.

The report points out that the work of overseas Chinese affairs in the new era has achieved remarkable results:

-- In deepening measures to serve overseas Chinese and effectively safeguarding the legitimate rights and interests of overseas Chinese and returned overseas Chinese and their families, we have built an identity authentication platform for entry and exit documents, provided identity verification for overseas Chinese, and effectively solved the problem of inconvenient handling of affairs in China by overseas Chinese holding passports.

-- Implementing policies to facilitate foreign Chinese to apply for multiple visas, long-term residence and permanent residence.

-- Implementing six policies and measures to facilitate overseas Chinese citizens to handle business, and facilitating overseas Chinese in handling driver's licenses, identity cards, entry and exit and other businesses.

-- Formulating and distributing policy documents such as compulsory education for overseas Chinese children, high school education for overseas Chinese students, and the recruitment of overseas Chinese students by ordinary schools of higher learning, so as to protect the right to education for overseas Chinese children and overseas Chinese students in accordance with the law.

-- Conscientiously implementing the relevant policies for overseas Chinese participating in insurance, including overseas Chinese who meet the conditions for participation in insurance into social insurance coverage, and clarifying that those who go abroad to settle or become foreign nationalities after completing retirement procedures can enjoy social insurance benefits.

In addition, all localities continue to promote the construction of a public service system for overseas Chinese. About 1000,84 demonstration sites for community overseas Chinese affairs have been established across the country, and platforms for overseas Chinese such as "Overseas Chinese Home" and "Overseas Chinese Home" have been set up, constantly consolidating the grassroots strength of serving overseas Chinese, and opening up the "last mile" of serving overseas Chinese.
