China stressed that the climate crisis is becoming increasingly severe and urgent, and the green and low-carbon transformation has a long way to go. According to the latest report by relevant international institutions, the current nationally determined contributions and long-term strategies submitted by all parties can limit global temperature rise to 1.7 degrees Celsius, but the actual policies in place point to 2.5 degrees Celsius. This shows that the global implementation of the Paris Agreement has made important progress, but it also shows that the key to the gap with the achievement of the goals of the Paris Agreement lies in the implementation of commitments and practical actions, the root cause is insufficient transformation, insufficient technology, and insufficient support for implementation means, and the most urgent task now is to push countries to meet existing commitments, rather than talk about higher ambitions and goals.

China said that as the largest developing country, China has taken the initiative to undertake obligations commensurate with its development stage and national conditions, and has made positive contributions to promoting the deployment of renewable energy, the development of new energy vehicles, and increasing forest carbon sinks. Through active South-South cooperation, we will help other developing countries improve their capacity to cope with climate change. It will be more difficult for China to go from carbon peak to carbon neutrality in the shortest time in global history.

China expressed its full support for the UAE in successfully hosting the 28th Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change, and urged all parties to fulfill their commitments and accelerate transformation and innovation through global cooperation. Developed countries should earnestly implement their emission reduction commitments and take the lead in reducing emissions, and provide matching financial, technical and capacity building support for developing countries to implement the targets.
