In October 2019, Qiushi magazine published General Secretary Xi Jinping's important article "Promoting the New Great Project of Party Building Must Be Consistent". In his article, he pointed out that we should not engage in "Chinchai" type of research with too many instructions and less humble inquiry.

What is a "chincha" type of research? In ancient times, the minister of Chincha had a heavenly constitution in his mouth and held privileges, and went to the place to sound the gong and open the way, and the majesty was in all directions. Linking "chincha" with research refers to the strange phenomenon of research and investigation that carries an official frame and plays leadership with the grassroots level. For example, some leading cadres go out to investigate, treating themselves as "inspectors of the eight provinces," calling for this and that before going, they call first, ask for this and that, and when they arrive, they will command and order this and that, and they will only swallow dates about the situation they have mastered.

This kind of self-righteous and high-minded "chincha" type of investigation is, in the final analysis, a kind of formalism.

Xi Jinping once pointed out sharply: Some grassroots research and observation go down to show their faces, sit in the car and look around, look through the glass, only look at the "façade" and "window", do not look at the "backyard" and "corner", the masses say that it is "investigation and research compartment paper, policy implementation next mountain". Some people know that the report is a fake situation, a fake figure, and a fake model, and they also let it go, and even whitewash the peace by digging out their minds and making false things.

In addition to "chincha" type research, there are similar "bonsai-style" research that reports good news but not bad news, "dragonfly point water" type research that tastes the slightest taste, "disjointed" research that adjusts without research and avoids implementation, and "poor and loves the rich" type of research in places with outstanding work achievements, and "poor and rich and rich" research in places with complex situations and prominent contradictions. These flashy investigation methods cannot solve practical problems, but will only make grassroots cadres and masses tired of coping and distance the relationship between cadres and the masses.

Xi Jinping has warned that investigation and research must not engage in formalism. In the 90s of last century, not long after he took up his post in Fuzhou, he advocated the promotion of "four ten thousand families": "Enter ten thousand families, know the conditions of ten thousand families, relieve the worries of ten thousand families, and do ten thousand family affairs." Xi Jinping also put forward four specific requirements, the first of which is "to be deep and solid, not to engage in formalism, to go deep into the masses sincerely, to make friends with the masses, not to go down to the grassroots level."

Later, working in Zhejiang, Xi Jinping often took the lead in visiting various places. He demanded that the work of the next visit should be "echoed in every case and results in everything": After the visit, it is not that the visit is not overdone, but that the masses should respond one by one, and do not engage in formalism. When Xi Jinping receives a visit, he will clearly identify the unit or department responsible for the petition issue on the spot, and he never uses words such as "research and research" and "look back again" to deal with it perfunctorily.

The basis for good research is truth. If you see all the "highlights" that are carefully prepared, the "attractions" that are carefully packaged, and all you hear are the "standard answers", the research will be out of shape and out of touch with reality.

How to prevent "being investigated"? Xi Jinping has his own set of methods. He said that there can be "prescribed routes" in the investigation, but there should also be "self-selected actions", look at some places that are not prepared, and conduct some random investigations without greeting or arrangement, and strive to understand the situation accurately, comprehensively, and thoroughly, avoid the phenomenon of "being investigated", and prevent investigation and research from going through the motions.

While working in Fujian, Xi Jinping once went to Nanping City to conduct research in Guangguang County, and he temporarily decided to visit the townships close to Jiangxi, only to find that there was no TV and telephone in the border area between the two provinces. Xi immediately instructed relevant departments to cover cable TV and long-distance telephones in remote areas near the provincial border as soon as possible.

Another time, while dining in the Fujian provincial government cafeteria, a vice governor asked half-jokingly: "Is there any clenbuterol in these meats?" This attracted the attention of Xi Jinping, then deputy secretary of the Fujian Provincial Party Committee and governor of Fujian Province, who said: "In our canteen, if everyone is still worried about eating clenbuterol, it can be seen that the people are really not at ease eating!" "At noon that day, the provincial government cafeteria held a live meeting to discuss the management of clenbuterol. After that, Fujian fought a war of annihilation to control clenbuterol.

Research can not "legs do not move", "body" to "heart" to the "heart".

In the 80s of last century, when he was the secretary of the prefectural party committee in Ningde, Fujian, Xi Jinping went to Pingnan to investigate. The local people brought him a bowl of mugwort eggs for distinguished guests: the soup made from wormwood was washed into the beaten raw eggs, and some white sugar was stirred. The staff was worried that he would not be used to drinking and quickly stopped him. Xi Jinping waved his hand and said: "If you don't drink, the people will think that you are an official, and there will be a distance between you and the people." ”

Xi Jinping once said, what is wrong with going to remote places, gathering with the masses, meeting and chatting? Some places can also stay for a day, understand the situation, and have a better idea. Doing it deeper is better than floating light and walking around for several points. The key is not to be fraudulent. He said, "We should worship the people as a teacher, learn from the people, put down the shelf, pounce on ourselves, be grounded, and understand the situation."
