A reporter asked: On April 4, the US State Department released the 15 Arms Control, Non-Proliferation and Disarmament Compliance Report, accusing China of opaque nuclear testing activities, sensitive biological military activities, and missile technology proliferation activities. What is China's comment on this?

Wang Wenbin said: We resolutely oppose the so-called "Report on Compliance with Arms Control, Non-Proliferation, and Disarmament" concocted by the United States every year, "sticking gold" to its own face, and commenting on other countries' compliance with the Convention as a "judge," making arbitrary accusations, and wantonly "smearing" them.

In fact, the United States itself has a bad record in the field of arms control, disarmament and non-proliferation in recent years. In particular, the United States stubbornly adheres to the Cold War mentality, wantonly provokes confrontation between major powers, gives free rein to the development of military strength, and strives for absolute security superiority, seriously undermining global and regional strategic stability and seriously affecting the multilateral arms control, disarmament and non-proliferation process. In dealing with international obligations and multilateral rules, the United States has vigorously pursued "US exceptions" and "double standards", pursued extreme egoism of "applying what is the right thing, and abandoning it if it is not", constantly throwing off the pot and shirking its responsibilities, and even going so far as to break the treaty and withdraw from the group, completely losing the due actions and responsibilities of a big country.

I would like to stress that the report's accusations against China are pure and false. In the field of international arms control and non-proliferation, China upholds multilateralism, firmly upholds the international system with the United Nations at its core and the international order based on international law, and earnestly fulfills its international obligations and commitments. China has actively participated in the review processes of the Treaty on the Non-Proliferation of Nuclear Weapons, the Biological Weapons Convention and the Chemical Weapons Convention, initiated the domestic ratification process of the Firearms Protocol, promoted negotiations on legal instruments on foreign air force control, and contributed its wisdom and Chinese solutions to safeguarding the international arms control and non-proliferation system and world peace with concrete actions.

We urge the US side to stop this self-righteous and erroneous act of pointing fingers at other countries, comprehensively review its own actions in the field of arms control, disarmament and non-proliferation, and earnestly respond to the legitimate concerns of the international community on the US compliance with the Convention.
