Speeding up the construction of a new development pattern is a strategic task put forward by the 2th National Congress of the Communist Party of China. Today, the Political Bureau of the Central Committee held the second collective study around this content, with the aim of further deepening the understanding of the significance of building a new development pattern, analyzing the problems existing in the work, and exploring measures to break the main contradictions and accelerate the construction of a new development pattern in combination with studying and implementing the spirit of the <>th CPC National Congress and the spirit of the Central Economic Work Conference.

Building a new development pattern with domestic circulation as the main body and domestic and international dual circulation promoting each other was first proposed by me at the meeting of the Central Finance and Economic Commission in April 2020. After more than two years of practice, our understanding of the strategic significance of building a new development pattern has become more and more profound and our thinking has become clearer. From now on, the central task of our party is to unite and lead the people of all ethnic groups throughout the country to build a modern and powerful socialist country in an all-round way, realize the second centenary goal, and comprehensively promote the great rejuvenation of the Chinese nation with Chinese-style modernization. China's population of more than 4.14 billion people has entered a modern society as a whole, which is larger than the total population of existing developed countries, and its arduousness and complexity are unprecedented. China is a very large economy, and a very large economy can and must be internally circular. Facts have fully proved that accelerating the construction of a new development pattern is a strategic decision based on the realization of the second centenary goal, overall development and security, and a strategic deployment to grasp the initiative of future development. However, judging from the investigation, there are still some outstanding problems in the work of building a new development pattern, which need to be paid attention to and seriously studied and solved.

Generally speaking, there is still a long way to go to comprehensively build a new development pattern. To accelerate the construction of a new development pattern, we must study and layout from two dimensions: first, more targeted to accelerate the shortcoming weaknesses of China's industrial chain and supply chain to ensure a smooth national economic cycle; The second is to enhance the endogenous power and reliability of the domestic large cycle, improve international competitiveness, and enhance the attraction and driving force of the international cycle. To this end, we must adhere to the problem-oriented and systematic concept, focus on breaking the main contradictions and problems that restrict and accelerate the construction of a new development pattern, comprehensively deepen reform, promote practical innovation and institutional innovation, and constantly promote advantages, make up for shortcomings, and strengthen and weak.

First, better coordinate the expansion of domestic demand and deepen supply-side structural reform, and enhance the power and reliability of domestic circulation. The key to building a new development pattern lies in the unimpeded economic cycle. Whether it can be realized mainly depends on whether the supply and demand ends have strong power, overall matching, dynamic balance and benign interaction. This requires the organic combination of the strategy of expanding domestic demand and deepening the supply-side structural reform, and the supply and demand ends of the supply and demand should exert efforts and coordinate at the same time to form a higher level of dynamic balance between demand driving supply and supply creating demand, so as to achieve a virtuous circle of the national economy. It is necessary to resolutely implement the outline of the strategic plan for expanding domestic demand, form a complete domestic demand system as soon as possible, and focus on expanding consumption demand supported by income, investment demand with reasonable returns, and financial demand constrained by principal and debt. It is necessary to improve and expand the investment mechanism, expand the effective investment space, appropriately deploy new infrastructure construction ahead of time, expand investment in high-tech industries and strategic emerging industries, and continue to stimulate the vitality of private investment. It is necessary to continue to deepen the supply-side structural reform, continue to promote scientific and technological innovation and institutional innovation, break through supply constraint blocking points, stuck points and vulnerable points, enhance the competitiveness and safety of the industrial chain and supply chain, meet existing needs with independent controllable and high-quality supply adaptation, and create and lead new demand. The serious imbalance and misalignment of supply and demand and poor circulation are one of the root causes of major risks in the economic and financial fields, and the overall planning of expanding domestic demand and deepening supply-side structural reform will also help prevent and resolve risks in the economic and financial fields.

Second, speed up the pace of self-reliance and self-improvement in science and technology, and solve the problem of foreign "stuck necks". In today's world, science and technology are the primary productive forces and competitiveness. We must improve the system of unified leadership of the Party Central Committee over science and technology work, improve the new national system, strengthen the national strategic scientific and technological strength, optimize the allocation of innovation resources, and make China a global leader in important scientific and technological fields, a pioneer in frontier interdisciplinary fields, and strive to become a major scientific center and innovation highland in the world as soon as possible. It is necessary to realize the effective linkage of the strategy of rejuvenating the country through science and education, the strategy of strengthening the country with talents, and the innovation-driven development strategy, and adhere to the integrated promotion of educational development, scientific and technological innovation, and talent training, forming a virtuous circle; Adhere to the integrated design of original innovation, integrated innovation and open innovation to achieve effective penetration; Adhere to the integrated deployment of innovation chain, industrial chain and talent chain, and promote deep integration.

Third, accelerate the construction of a modern industrial system and consolidate the industrial foundation of the new development pattern. At present, the global industrial system and industrial chain supply chain show a trend of diversified layout, regional cooperation, green transformation, and digital acceleration, which is the law of economic development and the general trend of history, and is not transferred by human will. We must continue to focus on the real economy for economic development, solidly promote new-type industrialization, accelerate the construction of a manufacturing power, a quality power, a network power, and a digital China, and build a digital industrial cluster with international competitiveness. In line with the general trend of industrial development, we should make overall plans for industrial upgrading and industrial transfer from both time and space. On the one hand, promote the supplementary chain of short-board industries, extend the chain of advantageous industries, upgrade the chain of traditional industries and build chains of emerging industries, and enhance the continuity and competitiveness of industrial development; On the other hand, we should deepen reform and improve mechanisms such as regional strategic coordination and market integration development, optimize the layout of productive forces, promote the orderly transfer of key industries at home and abroad, support enterprises to deeply participate in global industrial division of labor and cooperation, promote the deep integration of internal and external industries, and create a modern industrial system that is independent and controllable, safe and reliable, and highly competitive.

Fourth, comprehensively promote the coordinated development of urban and rural areas and regions, and improve the coverage of domestic circulation. Only by achieving coordinated development of urban and rural areas and regions can the space for domestic circulation be broader and more adequate. Rural areas are not only a huge consumer market, but also a huge factor market, and an important part of the domestic circulation. It is necessary to give full play to the important role of rural areas as consumer markets and factor markets, comprehensively promote rural revitalization, promote urbanization construction with county towns as important carriers, promote the integrated development of urban and rural areas, strengthen urban-rural economic ties, and smooth the urban and rural economic cycle. Prevent all localities from engaging in self-small circulation, eliminate regional barriers, and truly form a large unified national market. Deepen the reform of the fiscal and financial system, improve the modern fiscal and taxation financial system, improve the modern budget system, optimize the tax structure, improve the fiscal transfer payment system, build a modern central bank system, improve modern financial supervision, build a strong financial stability guarantee system, improve the function of the capital market, and give play to the positive role of the modern capital market.
