This was announced by the Chairman of the State Duma Committee on Defense Andrei Kartapolov.

At the same time, if a person liable for military service believes that the measures of responsibility imposed against him are unfair and that he could not appear at the military recruitment office for objective reasons, then he can remotely appeal against such a decision within five days, the deputy said.

The bill will be considered on April 11. According to Kartapolov, in this way Russia promptly corrects those shortcomings in the military registration system that were revealed in 2022.

The new system minimizes the possibility of errors and the need for a person liable for military service to communicate with the military recruitment office, he said. The bill, in particular, provides for amendments to the procedure for notifying citizens: it is proposed to use not only traditional methods of issuing subpoenas, but also to distribute them electronically.
