According to details given to Tass by the local prosecutor's office, the explosion took place in the Street Food Bar No. 1 café located along the Neva River, not far from the historic center of St. Petersburg. The group Cyber Front Z, which describes itself on social media as "Russia's information soldiers," said they had rented the café for the evening. "There was a terrorist attack. We took some security measures, but unfortunately they were not enough," the group said on Telegram.

A report by the Investigative Committee, in charge of the main investigations in Russia, reported one dead and 19 wounded "to varying degrees". According to investigators, the deceased is a military blogger, Maxim Fomin, known under the pseudonym Vladlen Tatarskii. The 40-year-old was born in Ukraine's Donbass, with more than half a million followers on his Telegram channel. The Tass agency indicates that Vladlen Tatarskiy had developed this community on Telegram in particular by publishing, since the beginning of the Russian military offensive in Ukraine, videos of analysis on the situation on the ground and advice for the mobilized.
