In the 20s of the 80th century, Hong Kong became the preferred window for capital, technology and advanced management experience to the mainland, and the Beijing-Hong Kong Manpower Exchange Centre (hereinafter referred to as the "Centre") came into being in Hong Kong in 1987. As a Hong Kong-based organization established by the China Association for International Talent Exchange (hereinafter referred to as "the Association"), it shoulders the task of "giving full play to Hong Kong's strengths and contributing to the needs of the country" in talent exchange.

With the normal "customs clearance" between the Mainland and Hong Kong, the training of Mainland trainees in Hong Kong, which has been interrupted for three years, is about to resume. Recently, the Centre invited a number of well-known Hong Kong personalities to hold a discussion to recall the past of promoting Mainland trainees to come to Hong Kong for training and actively participate in the reform and opening up.

Talent exchange is inseparable from a large number of elites from all walks of life with both patriotic feelings and international vision, and Fok Zhenhuan, Chairman of the Standing Committee of the Hong Kong Pui Wah Education Foundation (hereinafter referred to as "Pui Hua"), is one of them. In 1992, Peihua jointly held the "Large-scale Project Consulting and Evaluation Seminar" with the Association for the first time. "At that time, the mainland trainees lived in Hai Fung Park in North Point, so I visited them in the dormitory and had a discussion together. Almost all of the participants were visiting Hong Kong for the first time and were very curious about what they had seen and heard. We talked about studying and life in Hong Kong, and the atmosphere was very good. Huo Zhenhuan recalled.

In 2005, the Association held the "Peihua Project Achievement Summary and Exchange Meeting" in Yunnan. Fok Zhenhuan said: "After many years, the teachers and students are very happy, especially to hear that the trainees have applied the knowledge they have learned in the training to their work and achieved results, and the Hong Kong teachers are very gratified. ”

Over the years, Peihua and the Center have also cooperated in organizing "Economic Management Seminar for Senior Civil Servants", "Training Course on Risk Management of Engineering Projects" and "Seminar on Accounting and Finance". Among them, the "Economic Management Seminar for Intermediate and Senior Civil Servants" has been focusing on training civil servants in the western and northeastern regions since 1994, covering the fields of business administration, tourism, urban planning and environmental protection, and has held a total of 93 sessions and trained 3416,<> trainees.

Wu Shuqing, vice chairman of the Peihua Standing Committee, has an unforgettable memory. During the 2010 Shanghai World Expo, she served as Chairman of the Executive Committee of the World Trade Centers Association (Hong Kong). While arranging the work of the pavilion, she found a gap in the afternoon of October 10. "Can there be a forum at the Expo to discuss talent development? It was the end of August, and it was not easy to prepare for a major forum in a month. Which unit should I find to work with? I think of the China International Talent Exchange Association. Because they've worked together for years, I know they have the ability. Wu Shuqing said.

After intensive preparations, the "New Century Talent Development Forum" was successfully held, with more than 200 government officials at all levels, experts from the education circles in the mainland and Hong Kong, and students who had participated in the training class, and a special journal of the forum was also published.

"The crowd gathered firewood and the flame was high. With the selfless help of enthusiastic people in Hong Kong and the strong support of relevant departments in the Mainland, talent exchange between the two places can flourish. Wu Shuqing said.

In the journey of building a moderately prosperous society in an all-round way and winning the battle against poverty, people from all walks of life in Hong Kong are also contributing love and strength. Institutions of the two places have done a lot of work in carrying out personnel exchanges and training on topics such as the large-scale development of the western region and poverty alleviation.

In 2002, the Association and the Hong Kong Federation of Industries and Commerce began to cooperate in the implementation of the talent training program in the western region. As the convener of the Task Force of the Hong Kong University of Science and Technology, Ng Ka Wei, encouraged students from the western region to apply their knowledge and contribute to changing the face of their hometowns.

"The program has several features: First, the training period is long, each period of six months to one year, so that the trainees can integrate into Hong Kong enterprises and society and have a comprehensive understanding of Hong Kong. Second, trainees can participate in middle and high-level management meetings in the top post training of enterprises, and have more opportunities to learn and improve in practice. Wu Jiawei recalled that the program was held in 6 sessions, training 69 students.

Under the guidance of the Association and the Centre, the Hong Kong Institute of Financial Management (HKMAM) has successively implemented the "Xinjiang Aid Program", "Youth Aid Program" and "Guizhou 2003,<> People Go to Hong Kong Training Program" since the "Support for the Development of Talents in the Central and Western Regions" in <>, training thousands of trainees in the western region of the mainland and providing intellectual support for the large-scale development of the western region.

"Looking back on the course of organizing civil servants from the western region to go to Hong Kong for training, I deeply feel the simplicity, enthusiasm and studiousness of the border cadres. The training allowed them to broaden their horizons and increase their knowledge. We have visited the local area many times and felt the changes that the training has brought to the local area, and our efforts over the years have been very valuable.
