Saab's facility in Arboga is a protected object where, among other things, equipment for the Armed Forces is manufactured.
Last summer, Saab signed a billion dollar contract with the Norwegian Defense Forces.
The two men, who are both in their 60s, are citizens of another EU country and have been arrested on suspicion of violating the Protection Act.
The arrest took place at lunchtime on Wednesday.
