His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and Chairman of the Judicial Council of the Emirate of Dubai, issued Resolution No. (15) of 2022, approving the bylaw of the Judicial Inspection Department in the Emirate of Dubai. The resolution specified the forms and forms of judicial inspection in four forms: Periodic inspection, inspection for promotion purposes, inspection for purposes of examining complaints, and inspection when required.

His Highness said in a tweet on Twitter: "We have adopted the regulations of the Judicial Inspection Department in Dubai. The regulation regulates the structure and work of the administration, which includes periodic inspection and reporting to ensure integrity and transparency.. Justice is the basis for the prosperity of life and the happiness of people. We are working to enhance the efficiency of the judiciary. To preserve our just and independent judiciary.”

The Secretary-General of the Judicial Council, Saif Ghanem Al-Suwaidi, said that "the decision aims to develop the efficiency of members of the judiciary, to be a basis for increasing the effectiveness of its work in the Emirate of Dubai, and also aims to guarantee the rights of the conflicting parties, and everyone with an interest, in facing the work of the judiciary, and ensuring impartiality." and objectivity of the reports issued on these actions.”

For his part, the Director of the Judicial Inspection Department, Counselor Muhammad Mubarak Al-Sabousi, said that “the regulation is one of the most important legislative possibilities that pave the way for the development of a technical structure, and the creation and development of electronic programs that contain a tight system of the rules and foundations contained in the regulation, and it also had to benefit from the available information, Through the inspection system, to develop the skills of members of the judiciary, and to enable them to self-monitor their performance and the performance of the supporting agencies.”

The decision stipulated the subordination of the Judicial Inspection Department to the Judicial Council of the Emirate of Dubai, and specified the functions of the department in managing the inspection system for members of the judicial authority, and following up on the progress of work in the judicial authority as a whole, considering that the department represents the supervisory body over the work of the judicial authority in the emirate.

According to the decision, members of the judiciary are inspected annually according to specific criteria, and reports are submitted to the Judicial Council or its head, with the aim of assessing the performance of members of the judiciary, and developing training programs that enable members of the judiciary to keep abreast of all that is new in the field of judicial work. .

The decision stipulated the formation of oversight committees to review the judicial inspection reports, to ensure the highest degree of accuracy of these reports.

The decision also specified the occasions for inspecting members of the judiciary for promotion purposes and procedures, with the aim of enabling members of the judiciary to fulfill all requirements for their promotions, while maintaining the desired competency requirements at higher judicial ranks.

The decision allowed anyone with an interest to file a complaint with the Judicial Inspection Department regarding the work of the judicial authority and its members, in accordance with objective controls that guarantee impartiality and independence.

The decision stipulated the formation of a working group by the Director of the Judicial Inspection Department to carry out periodic visits to the courts and the Public Prosecution, to see the progress of work in these bodies, to provide improvement and development proposals for the work of the judiciary.
