Also, the mayor of southern Mikoraiu explained on the 20th that public transportation such as trolleybuses was only operating at about 40% in order to save electricity.

President Zelensky announced on the 19th that he held a countermeasures meeting and plans to install mobile private generators at important energy facilities to prepare for power outages.

On the other hand, regarding the movement of the Russian army in response to the Ukrainian army's counterattack, the British Ministry of Defense announced on the 20th that a large-scale force was deployed from the west side of the Dnipro River, where Russia has unilaterally annexed Kherson Province, including the central city of Kherson. He indicated that he was considering withdrawing.



On the 19th, the American think tank "War Research Institute" also indicated that the Russian army was planning to withdraw from Kherson, but "Russian forces attacked a dam of a nearby hydroelectric power plant and prevented the advance of the Ukrainian army. They may be thinking of doing or delaying," he said.

Russian President Vladimir Putin visited a military training ground in the central Ryazan province on the 20th and inspected the training of mobilized soldiers.



According to state media, President Putin, while receiving an explanation from Defense Minister Shoigu, inspected a training simulating an actual battle and also released a scene in which he shot himself in a prone position.



While it is reported that the country is outnumbered on the battlefield, President Putin seems to have the aim of raising the morale of his soldiers and seeking the understanding of the public by showing himself shooting.
