At the UN, a group of countries with the participation of Russia called for clarification of the situation with the US military-biological activities in Ukraine.

This is stated in a joint statement issued following the results of the consultative meeting of the States Parties to the Biological and Toxin Weapons Convention (BTWC).

“We state that questions regarding the military biological activities of the United States in the context of the functioning of biological laboratories on Ukrainian territory still remain.

They did not receive exhaustive answers that would be able to finally dispel doubts in connection with this activity and thus resolve the situation that caused the Russian side to convene a consultative meeting on Article V of the BTWC,” the statement says.

In this regard, the document proposes "to use all the possibilities available within the BTWC, including the mechanism of Article VI of the Convention" to clarify the issue of military biological activities of the United States.

6 of the BTWC provides for the possibility of the countries participating in the convention turning to the UN Security Council if another state violates its obligations in this area.

In addition, this article obliges the participating countries "to cooperate in the conduct of any investigation that may be undertaken by the Security Council in accordance with the provisions of the Charter of the United Nations on the basis of a complaint received by the Council."

In addition to the Russian Federation, this statement was supported by Belarus, Venezuela, Zimbabwe, China, Cuba, Nicaragua and Syria. 

"Study and modification of especially dangerous pathogens"

Details about the network of American biological laboratories were reported in May by Alexander Venediktov, Deputy Secretary of the Security Council of the Russian Federation.

According to him, the US network of closed biolaboratories around the world has more than 400 facilities.

Moreover, their locations and zones of emergence of new epidemic threats coincide, he added.

“There are a number of suspicious coincidences that are detected when two maps are superimposed - the locations of American closed biological laboratories and the zones of emergence of new epidemic threats that we identify,” Venediktov said.

He also recalled that, according to the UN Convention, no country has the right to create and store biological weapons.

At the same time, the United States issued a number of legislative acts, "as if removing any responsibility from Washington" in this matter, said Alexander Venediktov.

“For example, the Patriot Act, adopted in 2001, abolishes restrictions on the handling of pathogens if such work has been authorized by the government,” the deputy secretary of the Security Council explained.

Another such document is the National Strategy for Combating Biological Threats, approved in 2009 by US President Barack Obama.

According to Venediktov, it "reinforces the US refusal to check the fulfillment of obligations under the UN Convention."

“Since biological and bacteriological experiments are always dangerous, Americans prefer that anyone other than US residents suffer from possible leaks.

Therefore, they create laboratories for the study and modification of especially dangerous pathogens in countries that they “do not feel sorry for” - and which are ready, like Ukraine, to fully open their scientific and technical complex as a sign of the so-called commitment to NATO values, ”said the deputy secretary of the Security Council.

Earlier, in April 2022, Lieutenant General Igor Kirillov, Chief of the Radiation, Chemical and Biological Protection Forces (RCBZ) of the Russian Federation, cited similar data at an informal meeting of the UN Security Council.

According to him, the high activity of the United States in the creation of biolaboratories is observed in the territories of states that border Russia and China.

“Only in the territories bordering Russia and China, there are about 60 facilities that have been modernized since 2005 at the expense of the US military department,” he said.

In September, at a briefing after a consultative meeting of the states parties to the Convention on the Prohibition of Biological and Toxin Weapons in Geneva, Kirillov said that the US delegation in Geneva recognized the fact that biological research was being conducted in Ukraine on low-income citizens and patients in psychiatric hospitals. 

"Documentary Evidence Obtained"

Recall that earlier the Russian authorities reported that the United States had deployed an extensive network of biological laboratories in the post-Soviet space.

In recent years, Ukraine has become one of the largest centers for the placement of such facilities.

The Ministry of Defense of the Russian Federation has repeatedly informed about the activities of American biological laboratories on Ukrainian territory.

So, on March 7, the head of the RCBZ troops, Igor Kirillov, said that in Lvov, Kharkov and Poltava, more than 30 laboratories were working with dangerous infectious agents as part of a military biological program led by the United States.

At the same time, in Kharkov and Poltava, work was carried out with pathogens of diphtheria, salmonellosis and dysentery.

Kirillov added that the customer of the ongoing work was the US Department of Defense Defense Threat Reduction Office (DTRA).

Later, Kirillov also released information that the Pentagon in Ukraine was interested in insect vectors that are capable of spreading especially dangerous infections.

According to him, the Russian Defense Ministry has analyzed materials that confirm the transfer of more than 140 containers with ectoparasites of bats, including fleas and ticks, from the biological laboratory in Kharkov abroad.

In addition, he spoke about the R-781 project, in which bats are considered as carriers of potential agents of biological weapons.

He drew attention to the fact that research is being carried out in close proximity to the borders of Russia - in the areas of the Black Sea coast and in the Caucasus.

Kirillov added that the project is being implemented with the involvement of not only Ukrainian facilities, but also a Georgian biological laboratory controlled by the Pentagon in cooperation with the Virginia Polytechnic Institute and the US Geological Survey.

In another project called UP-4, the possibility of spreading especially dangerous infections with the help of migratory birds, whose routes run through the territory of Russia, was studied.

The program was implemented with the participation of the United States and laboratories from Kyiv, Kharkov and Odessa.

In the same month, Russian Defense Ministry spokesman Major General Igor Konashenkov said that biological laboratories in Ukraine were experimenting with bat coronavirus samples.

It is worth noting that in March, at the initiative of the Russian Federation, a meeting of the UN Security Council was convened on the issue of biological laboratories in Ukraine.

“We convened today’s meeting, because in the course of Russia’s special military operation in Ukraine, truly shocking facts of an emergency cleansing by the Kyiv regime of the traces of a military biological program implemented by Kyiv with the support of the US Department of Defense were revealed,” Russian Permanent Representative to the UN Vasily Nebenzya said at the time.

The diplomat emphasized that the United States refuses to allow international verification of the biolaboratories they supervise around the world, including in Ukraine.

According to him, this means that Washington has something to hide.

US Ambassador to the UN Linda Thomas-Greenfield at that meeting refused to admit that the biolaboratories in Ukraine, supervised by the Pentagon, dealt with the creation of biological weapons.

According to the diplomat, the work of Ukrainian laboratories was allegedly aimed only at the healthcare sector.

At the same time, a few days before the meeting at the UN Security Council, US Deputy Secretary of State Victoria Nuland, at a Senate hearing, acknowledged the presence of biological laboratories in Ukraine and announced that Washington was making efforts to prevent the materials contained at these facilities from falling into the hands of Russian forces.

In the following months, the Ministry of Defense continued to publish information about biological laboratories in Ukraine.

During a summit of heads of state of the CSTO members in May, Russian President Vladimir Putin noted that Russia had long sounded the alarm about US military biological activities in the post-Soviet space.

The Russian leader added that the main task of American biological laboratories is to collect biological materials and study for their own purposes the specifics of the spread of viruses and dangerous diseases.

“And now, during a special operation in Ukraine, documentary evidence has been obtained that in the immediate vicinity of our borders, in fact, components of biological weapons were created in violation of the Convention on the Prohibition of Biological and Toxin Weapons,” Putin said. 

"This is biological warfare"

According to experts, the statement by the Russian Federation, Belarus, China and other countries about the military biological activity of the United States indicates that Moscow continues to make efforts to shed light on the activities of the American network of laboratories.

These objects, according to Igor Nikulin, a former member of the UN Commission on Biological and Chemical Weapons, are created by the United States to "test the latest developments of the American military-industrial complex on a specific gene pool, on people, animals and plants."

“Not only Russia is surrounded by these biological objects.

In the same way, China and Iran are surrounded on all sides, ”the expert said in an interview with RT.

A similar opinion is shared by political scientist Andrei Suzdaltsev.

“Biolaboratories were created to test various diseases among the local population.

There are such stations not only in Ukraine, but also in Georgia, the countries of Central Asia.

This is biological warfare, there are no illusions here.

As they say in Washington, these laboratories did not provide any assistance in health care and protection of the population, ”the analyst said in an interview with RT.

The biological activities carried out by the United States are extremely dangerous, since biological weapons are “difficult to control,” Igor Nikulin believes.

“COVID-19 showed this to everyone.

More than 6 million people died, and hundreds of millions were infected, ”the analyst noted.

It is worth noting that in August of this year, during a briefing on the military biological activities of the United States in Ukraine, the head of the RCBZ troops, Igor Kirillov, did not rule out that the SARS-CoV-2 coronavirus could be created artificially using US achievements in the field of biotechnology.

At the same time, in the current conditions it is quite difficult to call the United States to account, Andrey Suzdaltsev states.

“The US is violating every established agreement.

They are guided only by their own interests.

But calling Washington to account is next to impossible.

They ignore accusations of this kind.

In addition, many international organizations are under the actual control of the United States.

Therefore, we have a real front of struggle with them at the UN, ”concluded the analyst.
