  Urban water supply is an important livelihood project, which is related to people's health and social stability.

In order to further improve the security level of urban water supply, the relevant matters are hereby notified as follows:

1. General requirements

  Adhere to the people-centered development philosophy, comprehensively and systematically strengthen urban water supply, promote the high-quality development of urban water supply, continue to enhance water supply security capabilities, and meet the growing needs of the people for a better life.

From April 1, 2023, urban water supply will fully implement the "Drinking Water Sanitation Standards" (GB 5749-2022); by 2025, a relatively complete urban water supply whole-process guarantee system and a basically sound urban water supply emergency system will be established.

2. Promote the renovation of water supply facilities

  (1) Upgrading and transforming the water plant process.

  All localities should organize urban water supply enterprises to review the water purification process and effluent quality of water plants in accordance with the requirements of the "Drinking Water Sanitation Standards" (GB 5749-2022).

If renovation is required, the upgrading and renovation shall be implemented in an orderly manner in accordance with the requirements of national and industrial engineering construction standards and hygiene standards.

Focus on sensory indicators, disinfection by-product indicators, new indicators, stricter limit indicators, and potential risk indicators of water quality. When there is no substance, the relevant departments should be coordinated to adjust the water source or increase the pretreatment or advanced treatment process as needed.

  (2) Strengthen the construction and transformation of the water supply network.

  The new water supply pipe network should be planned and constructed in strict accordance with the relevant standards and specifications, and the water supply pipes and construction techniques that are advanced, applicable, reliable in quality and in line with hygienic norms should be used. Grey cast iron pipes, etc., to ensure construction quality.

Prepare a plan for the aging, renewal and renovation of water supply pipelines in the region. For low-quality pipes and pipes that affect water supply quality, hinder water supply safety, and have serious leakage, and other pipelines that have been in operation for more than 30 years and have potential safety hazards, they should be combined with gas and other old underground pipelines. Urban renewal, renovation of old communities, renovation of secondary water supply facilities, and renovation of "one household, one meter", etc., speed up the renovation and renovation.

Implement the management of leakage of public water supply network and continuously reduce the leakage rate of water supply network.

Further improve the management level of the water supply pipe network, and realize the safe, low-consumption and energy-saving operation of the water supply pipe network system through measures such as zoned metering, pressure regulation, optimal scheduling, and intelligent management, and meet the user's water volume, water pressure, and water quality requirements.

  (3) Promote the overall management of residents' pressurized storage facilities.

  All localities should comprehensively investigate the water supply pressurization and storage facilities in residential areas, find out the basic information such as the scale of water supply, water supply method, water quality assurance level, service population, and maintenance subjects, and establish a dynamic information update mechanism.

Encourage the pressure regulation and storage facilities of newly built residential buildings to simultaneously build monitoring facilities for water quality indicators such as disinfectant residual and turbidity, and make overall arrangements for the construction of disinfection facilities.

If the existing pressurized storage facilities do not meet the sanitation and engineering construction standards and specifications, the renovation and reconstruction should be accelerated, and measures such as flood prevention and power failure prevention should be implemented.

Explore the installation of emergency water supply interfaces that can be connected to external pressurized equipment such as water supply vehicles on the water inlet pipes of building communities and buildings.

Further rationalize the management mechanism of residents' water supply pressurization and storage facilities, and encourage them to be handed over to water supply enterprises for professional operation and maintenance in accordance with laws and regulations.

For pressurized storage facilities operated and managed by water supply enterprises, the operation, maintenance, repair and update costs of such facilities shall be included in the water supply price, and the price of electricity for residents' domestic use shall continue to be implemented.

If the conditions for handover are not met for the time being, the urban water supply and disease prevention and control authorities shall guide and supervise the property rights units or property management units to carry out the operation and maintenance of facilities in accordance with regulations and standards.

3. Improve water supply detection and emergency response capabilities

  (4) Strengthen the water quality testing of water supply.

  Local disease prevention and control departments should formulate and organize the implementation of local drinking water sanitation supervision and monitoring work plans in accordance with the "Measures for the Supervision and Administration of Drinking Water Sanitation", increase supervision and inspection, and investigate and punish illegal acts according to law; strengthen water quality and sanitation monitoring, effective monitoring Sanitary management of centralized water supply and secondary water supply in urban areas and water quality, carry out risk assessment of water supply sanitation and safety, timely identify hidden dangers, and prevent sanitation and safety risks.

The urban water supply department shall, in accordance with the "Regulations on the Management of Urban Water Supply Quality", strengthen the capacity building of urban water supply quality monitoring, establish and improve the urban water supply quality supervision and inspection system, and organize and carry out full coverage inspections of key water quality indicators for factory water, pipe network water, and secondary water supply. .

Do a good job in the connection between the national random supervision and random inspection tasks and the local daily supervision work.

Urban water supply enterprises should scientifically configure the testing capacity of water supply laboratories in accordance with the requirements of Class III not lower than "Technical Specifications for Urban Water Supply and Sewage Treatment Laboratories" (CJJ/T 182). Laboratory grades should be improved.

Urban water supply enterprises and management units of pressurized storage facilities shall establish and improve the water quality testing system, in accordance with the "Urban Water Supply Engineering Project Specifications" (GB 55026), "Urban Water Supply Water Quality Standards" (CJ/T 206) clarified testing items and testing frequencies According to the requirements of standard methods, regularly test the water quality of urban water source water, factory water and pipe network end water; further improve the online monitoring system of water supply water quality, rationally arrange monitoring points, scientifically determine monitoring indicators, and strengthen the operation and maintenance of online monitoring equipment.

  (5) Strengthen the construction of emergency water supply capacity.

  All localities should combine the new situation, new problems and new challenges faced by urban water supply in recent years, improve the emergency response plan for water supply, and further clarify the emergency response mechanism for water supply under different risk conditions such as sudden pollution of water sources and sudden changes in droughts and floods.

Strengthen the monitoring and early warning of water supply quality, study and judge potential characteristic pollutants in view of water source risks, urge water supply enterprises to strengthen relevant emergency water purification materials and water purification technology reserves, and improve the emergency water purification process operation plan.

The water supply authority of a city with a single water source shall actively coordinate and cooperate with relevant departments to speed up the construction of emergency water sources or backup water sources.

The province and city where the national water supply emergency rescue base is located should establish a daily maintenance system for emergency water purification equipment, implement operation and maintenance funds, and continuously improve the water supply emergency rescue capability.

  (6) Strengthen the safety precautions of water supply facilities.

  Water supply enterprises and management units of pressurized storage facilities should comprehensively investigate and rectify potential safety hazards, coordinate epidemic prevention and control and work safety, focus on improving the ability of water supply facilities to respond to emergencies and natural disasters, and enhance the resilience of the water supply system.

Cities that use groundwater sources should conduct regular or irregular investigations and rectifications on the sanitary conditions and potential safety hazards of water source wells during flood seasons and epidemics, prevent rainwater from flooding and water intake facilities, and strengthen water quality testing and disinfection.

It is necessary to strengthen the safety management of water supply facilities in accordance with the relevant requirements for anti-terrorism prevention in urban water supply systems, and comprehensively take safety precautions such as civil air defense, technical defense, and physical defense for key targets such as water intakes, water plants, and pumping stations. Improve the water supply safety management system.

4. Optimizing and improving urban water supply services

  (7) Promote the intelligent management of water supply.

  All localities should continue to improve the informatization level of water supply supervision, promote the construction of city-level and provincial-level water supply supervision platforms and information sharing, timely and accurately grasp key information such as urban water sources, water supply facilities, and water supply quality, and provide business support for urban water supply supervision.

  (8) Promote the disclosure of water supply information.

  All localities should strengthen the supervision, management and guidance of the information disclosure of water supply enterprises and institutions, and standardize the information disclosure.

Urban water supply units should formulate detailed implementation rules in accordance with the "Implementation Measures for Information Disclosure of Public Enterprises and Institutions in Water Supply, Gas Supply, and Heating Supply" (Jiancheng Planning [2021] No. 4), "Urban Water Supply Service" (GB/T 32063), etc. The list method is refined and clearly lists the information content and time limit requirements, and dynamically adjusted according to the actual situation.

Continuously improve the efficiency and quality of water supply services, innovate service methods, formulate simple and standardized water supply service processes according to local conditions on the premise of ensuring water supply safety, clarify service standards and time limits, and optimize the business environment.

5. Improve safeguard measures

  (9) Implement detailed responsibilities.

  Water supply and disease prevention and control departments at all levels should deepen inter-departmental collaboration, strengthen information sharing, and jointly ensure water supply safety; urban water supply departments should strengthen guidance and supervision on urban water supply, organize standardized assessments of water supply, and sample inspections of water supply quality, and timely If problems are found, rectify and implement them seriously; the competent department of disease prevention and control should further strengthen the supervision, management and monitoring of drinking water sanitation in accordance with the law, continue to carry out supervision and inspection of drinking water sanitation and safety, and products involving drinking water sanitation and safety should obtain sanitation licenses in accordance with the law.

Implement the main responsibility of the urban people's government for water supply safety, and in accordance with the requirements of the Water Pollution Prevention and Control Law, the "Urban Water Supply Regulations" and "Drinking Water Sanitation Supervision and Administration Measures", etc. Coordinate and formulate implementation plans in the medium and long term.

Urban water supply enterprises should continuously improve the internal control system, promote the construction, renovation and operation and maintenance of urban water supply facilities, and ensure the safe and stable operation of the water supply system.

  (10) Strengthening factor guarantees.

  All localities should increase investment, accelerate the construction of water supply infrastructure, support and urge water supply enterprises to coordinate and integrate relevant channel funds, and ensure funds for the construction, renovation, operation and maintenance of water supply pipe networks.

It is necessary to increase the training of personnel in water plant operation, water quality testing, pipe network operation and maintenance, and enterprise operation and management, and improve the professional ability of employees.

The local price authorities shall reasonably formulate and dynamically adjust the water supply price in accordance with the relevant requirements such as the Measures for the Administration of Urban Water Supply Prices and the Measures for the Supervision and Examination of the Pricing Cost of Urban Water Supply.

Taking into account factors such as the level of local economic and social development and the affordability of users, if the price adjustment is not in place and it is difficult for the water supply enterprise to achieve the allowable income, the local people's government shall compensate accordingly.
