“A new method”

Regarding the approach used, "the President of the Republic and the government have decided to use, as with the National Council for Refoundation, a new method, by giving actors in the field the leeway necessary for the invention of tailor-made solutions, based on the strengths of each territory and the experience of those who drive it”, continues the text.

Prime Minister Elisabeth Borne will hold an interministerial committee for the Overseas Territories (CIOM) "within six months" to take action on this basis for a first series of decisions.

"The proactive approach undertaken by the government and elected officials in the coming weeks will have the task of identifying the legislative and regulatory measures, both national and local, likely to make the action of local authorities more effective, while respecting the skills of each and taking into account the specificities of each territory”.

“A roadmap on a timetable, concrete actions and investments by territory will be built on this basis”, underlines the Elysée.

On the institutional question, President Macron recalled that "it is by the principle of differentiation between communities that the economic development and influence of the Overseas Territories will be ensured".

The overseas institutional issue will also be the subject of one of the sections of the future cross-party commission which will meet between now and the end of the year "without taboos, in order to assess the changes needed to serve our compatriots”, according to the text.
