“The draft federal law ... proposes to establish criminal liability for illegal activities in the field of returning overdue debts of individuals,” the explanatory note to the initiative says.
According to the draft law, the use of violence or the threat of its use, the destruction or damage to property, as well as the dissemination of knowingly false information discrediting the honor and dignity of an individual, in order to return overdue debts of individuals, is punishable by a fine of up to 500 thousand rubles, forced labor for a term up to five years or imprisonment for up to five years.
In 2021, State Duma Chairman Vyacheslav Volodin sent a bill to the relevant committee establishing criminal liability for the illegal activities of collectors.
