The State Duma of Russia will consider a bill establishing a mechanism for exempting from criminal punishment citizens who have entered into a contract for military service. The law on the peculiarities of criminal liability of participants in the SVO, which was adopted in 2023, was temporary.
Earlier, the press secretary of the Russian President Dmitry Peskov called the participation of those convicted in SVO as atonement by blood. The proposed norms can be systematized and included in separate articles of the Criminal Code and the Code of Criminal Procedure.
