  The consultation pointed out that in April, my country's natural disasters were mainly wind and hail, floods, geological disasters, and low-temperature freezing disasters. Earthquakes, droughts, snow disasters, forest and grassland fires also occurred to varying degrees.

A total of 2.254 million people were affected by various natural disasters, and 13 people were killed or missing due to the disaster; more than 400 houses collapsed, more than 1,700 houses were seriously damaged, and 31,000 houses were generally damaged; the affected area of ​​crops was 250.9 thousand hectares; the direct economic loss was 2.8 billion yuan .

Compared with the average of the same period in the past five years, the number of disaster victims, the number of dead and missing persons, the number of collapsed houses and the direct economic loss decreased by 62%, 56%, 62% and 68% respectively.

The main features of national natural disasters in April are:

Severe convective weather in many places in the south, wind and hail disasters are widespread

  In April, under the combined influence of cold and warm air, the country entered a season of high incidence of severe convective weather. Two large-scale severe convective weather processes occurred in the southern region, which had a greater impact on Sichuan, Guizhou, Yunnan, Jiangxi, Fujian and other provinces, mainly for short periods of time. From April 23 to 25, 11 provinces (autonomous regions and municipalities) including Sichuan, Guizhou, and Jiangxi experienced a large-scale severe convective weather process from west to east, and agriculture and forestry suffered losses.

On the whole, the hail disaster caused 1.22 million people in 289 counties (cities and districts) in 19 provinces (autonomous regions and municipalities) to be affected, 3 people died due to the disaster, 25,000 houses were damaged, and the direct economic loss was 1.63 billion yuan.

Heavy rainfall in the south caused local floods and geological disasters, and the flood situation in the northeast was stable

  In April, the national surface rainfall was 45 mm, and the total amount was 2% higher than the same period of the previous year.

Among them, on April 13, April 24-26 and April 27-29, three regional mobile heavy rain processes occurred in the southern region.

Affected by the rainfall, a total of 30 small and medium-sized rivers in 11 provinces (regions) including Zhejiang, Guangxi, and Guangdong experienced floods exceeding the warning level, and local floods occurred in 13 provinces (regions, cities) including Hubei, Henan, and Guangxi. There were also snowmelting flood disasters, which caused a total of 545,000 disasters, damaged more than 5,800 houses, and caused a direct economic loss of 640 million yuan.

In addition, the heavy rainfall has also caused local geological disasters such as collapses and landslides; since mid-April, frozen rivers and rivers in Heilongjiang Province in the northeastern region have opened up one after another, and the situation has been stable, and no major disasters have occurred.

The central and western regions suffered from low temperature and freezing disasters, but did not cause great impact

  In April, there were four cold air events in my country, the number of which was higher than the same period of normal years, but the overall intensity was weak, mainly affecting the central and western regions.

Among them, the cold air process from March 31 to April 2 caused the freezing of forest and fruit crops in Sichuan, Guizhou, Yunnan and other places; the strong cold air process from April 12 to 15 caused the crop seedlings and the Fruit trees suffer from frost.

From April 27th to 29th, the cold air process will have a certain impact on North China, Huanghuai and other places.

In general, the low-temperature freezing and snow disasters in April were relatively mild, causing 468,000 people in 14 provinces (autonomous regions and municipalities) to be affected, and one person died due to the disaster. The affected area of ​​crops was 36.3 thousand hectares, and the direct economic loss was 380 million yuan.

Two earthquakes of magnitude 5 or above hit the western region, no casualties

  In April, a total of 7 earthquakes of magnitude 4 or above occurred in mainland China, including 2 earthquakes of magnitude 5 or above.

On April 15, the Qinghai Delingha earthquake with a magnitude of 5.4 was located in an uninhabited area above 4,000 meters above sea level, and no disaster losses were reported.

On April 6, the magnitude 5.1 earthquake in Xingwen, Sichuan affected more than 7,100 people, damaged more than 1,900 houses, and caused a direct economic loss of more than 56 million yuan.

Local drought in North China, Northwest China, and Southwest China is beginning to show, and the number of forest and grassland fires has increased

  In April, soil moisture in most parts of the country was suitable, and the drought in southern China was basically relieved at the beginning of the year.

The total rainfall in some areas of North China, Northwest China and Southwest China is less than normal, and local drought conditions are beginning to appear and develop. The drought-affected areas are mainly concentrated in the hills, mountains and other perennial old dry areas. The recent rainfall process is more favorable for alleviating soil moisture.

In addition, there were 142 forest fires and 9 grassland fires across the country in April, and 1 person died due to forest fires.

The number of forest and grassland fires has increased compared with the same period last year, mainly in Guangxi, Hunan, Shandong, Inner Mongolia and other places.
