In the appeal, the legislator recalled that at the end of February, Russia recognized the independence of the Donetsk and Lugansk People's Republics.

At the same time, both before the recognition of independence and after the fait accompli, powers of attorney issued to citizens in the territories of these republics are not recognized by Russia, Sukharev noted.

Residents of Donetsk or Luhansk, the parliamentarian stressed, cannot use these documents to entrust third parties with the right to inherit in Russia on their behalf, make a deal to sell or acquire property, submit or request documents from state institutions, or perform other legally significant actions .

“In this regard, I ask you to instruct you to consider the possibility of recognizing in the Russian Federation the legal force of powers of attorney issued in the territories of the independent Donetsk and Luhansk People’s Republics,” the appeal says.

In accordance with Decree No. 74 of Russian President Vladimir Putin dated February 18, 2017, the country recognized a certain list of documents issued in the DPR and LPR, in particular education documents, birth certificates, identity documents, and so on.

Authorizations are not included in this list.

The press service of the Federal Notarial Chamber of Russia, in turn, noted that at present there have been no orders from the federal executive authorities regarding the possibility of recognizing such powers of attorney in Russia.

Earlier it became known that since the beginning of the evacuation of residents of the Donetsk and Lugansk people's republics, almost 516 thousand people crossed the Russian border in the Rostov region.
