He recalled that the Russian side formulated and submitted to the United States and a number of European countries draft two documents on security guarantees. 

“Before we can talk about a new summit, a face-to-face summit, we need to understand what the concrete response of the American side and the Europeans will be to these proposals of ours,” RIA Novosti quoted him as saying.

On December 17, the Russian Ministry of Foreign Affairs published draft treaties with the United States and the North Atlantic Alliance on security guarantees.

In particular, the draft stipulates that NATO undertakes to exclude Ukraine from joining the alliance.

Also, the bloc should abandon the conduct of military activities in Ukraine, in the states of Eastern Europe, Transcaucasia and Central Asia.

Deputy Foreign Minister Sergei Ryabkov conveyed Moscow's proposals on security issues to the American side.

White House spokeswoman Jen Psaki said the US has seen Russian proposals for security guarantees and is discussing them with NATO allies.

The Kremlin noted that Russian diplomats are ready to fly to any neutral country at any time to negotiate security guarantees.
