  According to previous reports, Burns, 65, was born in New York State. He is a professor of diplomacy and international relations at Harvard's Kennedy School of Government and serves as a senior adviser to American think tanks such as the Aspen Institute.

  Burns is a senior diplomat with more than 25 years of diplomatic experience. He has served as the spokesperson of the US State Department, ambassador to Greece, and permanent representative to NATO.

  From 2005 to 2008, Burns served as the Deputy Secretary of State for Political Affairs of the US State Department.

The resume released by the White House stated that during this period, he had cooperated with the Chinese government on issues related to Afghanistan, Iran, North Korea, and regional policies.
