Baden-Württemberg's Prime Minister Winfried Kretschmann pointed his finger at the traffic light parties in the Bundestag even before the meeting. With the Infection Protection Act, they finally decide on the framework within which the countries then move. Kretschmann demanded on Wednesday evening in the ARD that the countries should not be allowed to remove any measures. Exit restrictions can no longer be made with the planned restrictions. “We may need that if the number of infections continues to rise.” He therefore spoke out in favor of retaining all previous restriction options.

But there is still no agreement between the Prime Ministers on many points.

The resolution proposal for the round, which the FAZ has before, still shows the familiar square brackets in many places, the content of which will then be wrestled over in the afternoon - even if the Prime Minister can of course also change all other points.

Boosters

The federal and state governments agree that the third dose of vaccine should be brought to the population as quickly as possible and as much as possible.

The target that everyone involved will set by the end of the year is still open - it should be set in the afternoon.

Overall, the federal states should use “more vaccination options”, but it will not be more specific.

Citizens over the age of 18 should be called upon to have a booster vaccination "in a suitable manner", but first of all "all over 60-year-olds are specifically written to".

Retirement and nursing homes

There is no compulsory vaccination for old people's and nursing homes, but nationwide all employees and visitors should present a daily negative test certificate that is not older than 24 hours.

Workplace

There should be a comprehensive 3-G regulation for the workplace, which is checked and documented by the employer on a daily basis.

To this end, all employers would also have to have corresponding rights to information vis-à-vis the employees.

Home office is also compulsory.

“Where there are no operational reasons to the contrary”, work in the home office should be made possible.

It is also controversial here whether this should be "dependent on the occurrence of the infection".    

3 G in local public transport

The passage on local public transport does not need square brackets.

A 3G regulation is to apply there in the future, also in regional and long-distance traffic.

The test must not be older than 24 hours for unvaccinated and non-convalescent people.

2-G regulation - from which threshold value?

As a next measure, the federal states should also introduce a nationwide 2-G rule for leisure events, cultural institutions, sports and gastronomy as well as basically for body-friendly services and hotels.

Then only those who have been vaccinated and those who have recovered will be allowed access.

The limit value is particularly disputed here.

According to the proposed resolution, the hospitalization rate should decide on this.

The federal and state governments will have a heated discussion in the afternoon where the threshold will be.

The point whether the 2-G rule should be introduced “across the board” is also still in square brackets.

In addition, the provision of a QR code registration is to be ordered in order to facilitate the tracking and interruption of chains of infection.

2 G plus

As a next measure, the proposal also provides for the so-called 2-G plus rule.

After that, only those who have been vaccinated and recovered are allowed to go to certain places and only if they can present a current negative test.

2 G plus is intended for places "where the risk of infection is particularly high due to the number of people and the difficult compliance with hygiene measures, especially in discos, clubs and bars".

But here, too, the threshold value for the hospitalization rate that the respective federal state must reach is still open for the rule to take effect.

Strict controls

There is agreement, however, that all the regulations will only be of benefit if they are enforced.

Therefore, there should be strict controls of vaccination, recovery or test evidence in the future.

"The organizers and operators of facilities are responsible here," it says.

However, the federal states promise to exhaust the range of fines, to increase the density of controls and to punish violations decisively.

Country opening clause

If the numbers in a country continue to rise, a so-called state opening clause is also provided, with which the states - within the framework of the state regulations together with the state parliaments - can take further measures.

Here too, however, the threshold value that the hospitalization rate must have in the respective country is still open.

Care bonus

In the draft resolution, thanks are again expressed to the nursing staff for their indispensable commitment.

However, it is unclear in the draft resolution whether this should again be rewarded with a “care bonus”.
