According to the "Ministry of Internal Affairs" Media, the corresponding statement was made by the First Deputy Minister of Internal Affairs of Russia Alexander Gorovoy following the meeting with the ambassadors of foreign states.

“Today, more than 700 thousand people from the CIS member states continue to be in the shadow,” he said.

Gorovoy also noted that this year there has been a 5% increase in the number of crimes committed by foreign citizens. 

Earlier, the Ministry of Internal Affairs developed a draft law according to which foreign citizens will have to undergo mandatory fingerprint registration and photographing to enter Russia.
