As specified, the corresponding initiative will be implemented within the framework of the European project to expand access to justice for victims of discrimination, hate speech and hate crimes in the countries of the Eastern Partnership.

“The Council of Europe is looking for a service provider to conduct a nationwide study in Ukraine, including focus groups and a survey, which will allow an analysis of the perception of discrimination by the public and vulnerable groups identified as potential victims,” the text says.

The Council of Europe is ready to allocate no more than € 55,000 for the organization of the study.

Political analyst Ivan Mezyukho, in a conversation with RT, expressed the opinion that the CE, if he so wished, could "weighty declare" about discrimination against Russians in Ukraine, because today's laws of the Ukrainian state violate the norms of the Constitution of Ukraine.

“However, the Council of Europe and other international organizations for some reason do not notice discrimination against Russians by the Kiev authorities,” concluded Mezyuho.

In May, Ukrainian President Volodymyr Zelenskyy submitted to the Verkhovna Rada a draft law "On the indigenous peoples of Ukraine", which defines as such Crimean Tatars, Karaites and Krymchaks.

Thus, the document excludes Russians, Belarusians, Moldavians, Jews and many others from the list of indigenous peoples - except, in fact, the Ukrainians and the peoples mentioned above.

On July 1, the Verkhovna Rada adopted a law on indigenous peoples.
