293 of the Criminal Code of Russia (Negligence resulting in the infliction of serious harm to human health by negligence).

The UK clarified that the implementation of measures for the capture and maintenance of stray animals is attributed to the competence of local authorities.  

Earlier it was reported that a two-year-old child in the Leningrad region was bitten by a stray dog.
