  • Interviewed this Wednesday evening on TF1 and France 2, the President of the Republic announced a curfew in Ile-de-France and in eight cities, where the virus circulates a lot.

  • He also advocated two to three days of telecommuting and private meetings limited to six.

  • And announced exceptional aid for recipients of RSA and housing allowances for the next six weeks.

The tone was serious, the measures drastic because no indicator today allows reassurance vis-à-vis the Covid-19 epidemic in France.

President Emmanuel Macron, interviewed by two journalists from the Elysee Palace this Wednesday evening on TF1 and France 2 said: France is facing a second wave and must therefore take more restrictive measures.

And it is not over… "We have it until the summer of 2021 at least with this virus, all the scientists are clear", affirmed Emmanuel Macron, saying he wanted to achieve "lower the number of contaminations per day from 20,000 to 3,000 or 5,000 ”.

Here is a summary of the announcements of the Head of State.

  • Curfew from 9 p.m. to 6 a.m. in one region and eight metropolitan areas

“The decision we have taken is a curfew in the Ile-de-France region, where the virus is actively circulating and in eight metropolises: Grenoble, Lille, Aix-Marseille, Lyon, Montpellier, Saint-Etienne, Toulouse and Rouen ”, announced Emmanuel Macron.

There will not be a driving ban, but a strict limitation for the right reasons.

We will no longer go to restaurants, to friends' houses, to party… ”

Under penalty of a fine and under police control.

In case of violation of this rule, a fine of 135 euros will be applied.

In the event of a repeat offense, it will amount to 1,500 euros.

A size restriction that will be in place from this Saturday, 9 p.m. and until 6 a.m. for at least a month.

Partial unemployment at 100% will be extended for impacted professionals (events, artistic, catering, etc.).

  • Holidaymakers spared

A few days before the All Saints holidays, Emmanuel Macron reassured the French who wish to leave metropolises subject to curfews to spend their holidays in the countryside or elsewhere, but respecting the rules of social distancing.

"Asking people to stay confined to an apartment and not to go to a vacation spot, that would be disproportionate," said the president, however calling on vacationers to respect "the rules as if they were at home" when their movements.

  • Two to three days of telework per week

Emmanuel Macron recommended this Wednesday evening "two to three days of teleworking per week" in companies where it is possible and relevant, to "reduce a little collective pressure and traffic".

“It must also be negotiated in the branches and as closely as possible in the company”, underlined the Head of State, while noting that “we need to exchange with work colleagues”.

  • New screening strategy

Emmanuel Macron has promised a new “strategy” of tests to detect cases of Covid in order to “be able to drastically reduce the delays”, acknowledging that “we have encountered real difficulties on the subject”.

He said it would go through new techniques, such as antigen testing, which have been authorized, and the ability to self-test. 

  • New app to track patients

Noting the failure of the StopCovid application, the president asked for the launch of a new application for tracing coronavirus patients.

Called, “All Anti-Covid”, this solution will be presented on October 22.

It will provide new services, such as where to get tested, or the state of circulation of the virus.

  • Limit private meetings to six people

Emmanuel Macron asked the French on Wednesday “at most not to be more than six at the table” in private meetings, in order to slow down the second wave of the coronavirus epidemic.

As in restaurants, "this rule of six at most for our personal life, we must do it", he advocated, also recommending to "put on the mask as much as possible, including with family or friends".

  • Aid of 150 euros for RSA beneficiaries

Recipients of RSA and housing allowances will have "exceptional assistance during the six weeks that come of 150 euros, plus 100 euros per child," announced Emmanuel Macron.

"This will allow to go between 100 and 450 euros, which is more than a revaluation", continued the president.
