A citizens' proposal that the culture and leisure committee will consider during Tuesday's meeting proposes, for example, Folkparken, a more easily accessible place.

- There you could put up wooden walls.

Then they will be easier to remove if it becomes too messy, says Johnny Andersson, graffiti painter in his spare time and a member of Graffiti Promotion.

But that idea will not get the politicians' approval.

They will in all probability approve the officials' proposal that the graffiti wall will remain in the port and that it is written: "are available to the public in the future".

It is clear, however, that there does not seem to be any direct political disagreement about Norrköping having a legal wall where graffiti painters can express themselves.

But the question is where should it be placed when the homes in the Inner Harbor are ready?

- The ambition is for the graffiti walls to remain.

There is a long good history of legal walls in Norrköping, says Mattias Åkeson, curator with responsibility for public art at Norrköping Art Museum.

- We have plans for a form of graffiti opportunity in the large nice quay that will be created.

Although politicians agree that the graffiti wall should be allowed to survive, there are several among the public who strongly disapprove of the graffiti wall and believe that the immediate area is affected by graffiti and damage due to it.

Graffiti removal costs the municipality and property owners millions annually.

- It is very difficult to give a simple and good answer to that, it is a very complex question, says Mattias Åkeson.

But there is no doubt that graffiti has a significance for the city as an art form:

- Graffiti has its place in Norrköping, given the history we have.

An important and good expression that should be visible.
