This is stated in the list of presidential instructions published on the Kremlin website.
“To the Government of the Russian Federation: to ensure the implementation of measures aimed at restoring (to the level of 2019) the number of employed people by the fourth quarter of 2021,” the order says.
The head of state also instructed the Cabinet to provide for the possibility of lowering the age limit for obtaining self-employed status up to 16 years.
