Xinhua News Agency reporters Li Fengshuang, Guan Jiantao, Wang Jian

May 17 this year is the thirtieth National Disability Assistance Day. The theme of this disability assistance day is "Helping Disabled Persons Get Rid of Poverty and Win a Well-off Life".

"There are tens of millions of disabled people in China. By 2020, a well-off society will be fully built, and there must be no disabled people." General Secretary Xi Jinping is particularly concerned about the poverty alleviation of this special group of disabled people.

In recent years, various localities have adopted solid measures to promote poverty alleviation for the disabled. A group of disabled people in poverty, with the help of a series of disability assistance policies, or rekindle hope in life, or work hard to start a business, get rid of difficulties and self-improvement, write a wonderful life chapter, and light up the dream of embracing a happy life.

Employment, get rid of poverty by labor

At the weaving base of Pingyang Village, Pingyang Town, Tailai County, Heilongjiang Province, Liu Jinping, a 59-year-old poor household, is weaving car seat cushions. Sitting there, she looks just like ordinary people, but because she suffered from poliomyelitis since childhood, she can only walk by "climbing".

Precise poverty alleviation has opened up a new world for Liu Jinping's awkward life. In order to increase the income of poor households, Tailai County has introduced an enterprise specializing in the production of car accessories from Jiangsu, and the poverty alleviation project of hand-woven car seat cushions has arrived.

In 2018, Pingyang Village organized a weaving training class and Liu Jinping signed up. "When I first started learning from others, my hands were blistered and my calluses grew," Liu Jinping said.

Kung fu pays off, she gradually mastered knitting skills. Last year, Liu Jinping earned more than 6,000 yuan by weaving, plus income such as minimum living security, and finally got rid of poverty.

Recalling the first time he received the wages, Liu Jinping choked with emotion: "As long as he is willing to work, people with disabilities can also get rid of poverty with their hands and get rich."

To get rid of poverty depends on hard-working hands, and good policies to "refuel".

In recent years, various localities have implemented a series of measures such as home employment for disabled persons and support for online employment, constantly inspiring them to endogenously drive out poverty.

In the gourd handicraft cultural base of Chabai Community, Qianxi County, Bijie City, Guizhou Province, Yang Jia (a pseudonym), a poverty-stricken and relocated poverty-stricken household, is "painting" with an electric iron as a "brush" and a curved gourd wall as "paper" . After a while, flowers, birds, fish and insects were printed on the gourds, making them vivid.

With the support of the local government, this gourd handicraft cultural base attracted 21 disabled people for employment. Most people with disabilities have an average monthly income of more than 3,000 yuan.

Due to a leg disability, Yang Jia has been at home for many years. Encouraged by his family, in July last year, Yang Jia signed up for a gourd painting training class. Now he has mastered the technology and "draws" a wonderful life with both hands.

Luo Xi, chairman of the Qianxi County Disabled Persons' Federation, said that Qianxi County supported the creation of 6 disabled employment bases and 6 blind massage parlors, and plans to invest 300,000 yuan to support the construction of disabled employment bases this year.

Data from the Poverty Alleviation Office of the State Council show that the national per capita net income of poverty-stricken disabled households has increased from 2776.2 yuan in 2015 to 8726.2 yuan in 2019, exceeding the increase in the per capita disposable income of farmers in the same period.

Entrepreneurship, let dreams shine into reality

In the Xiangnan Mountain Village in early summer, at a village-level e-commerce service station of about 60 square meters, baskets of summer oranges, taro, and other agricultural products were placed in an orderly manner, and the printer vomited delivery couriers. Aside, Lu Yunping, a poor disabled person who can only walk on squats, is packing agricultural products and checking delivery information ...

When "poverty alleviation" meets "e-commerce", a group of impoverished households with disabilities and aspirations embarked on a journey of entrepreneurship and dreams, and put their dreams into reality.

Lu Yunping, 30, is a villager in Xiongchuan Village, Xiapupu Town, Jiangyong County, Hunan Province. He suffered from meningitis and fell physically disabled as a child. In the first half of last year, Jiangyong County E-commerce Office organized e-commerce entrepreneurship training courses for poor disabled people. Lu Yunping, who was unwilling to rely on his life for life, participated in the training, and then tried to start a business.

Due to lack of funds, Lu Yunping had wanted to give up halfway. After understanding the situation, Jiangyong E-commerce Office provided office equipment for free, and coordinated the village committee to vacate a house, free of rent, water and electricity charges. The Poverty Alleviation Task Force in the village helped to solve the 30,000 yuan entrepreneurial loan. Lv Yunping's online store went online in October last year.

The online store has been online for half a year, with an average monthly income of more than 3,000 yuan, and Lu Yunping's family's life is guaranteed.

Not only did they start their own businesses, a group of disabled people also drove the poor people around them out of poverty.

By chance, Hou Wei, a handicapped person in Fuxing Village, Dujia Town, Wuchang City, Heilongjiang Province, tasted a delicious side dish—cold four-leaf ginseng. After he returned home, he wanted to buy four-leaf ginseng and tried to make it himself, but he couldn't find it in a few markets in Wuchang.

"I'm going to plant four-leaf ginseng myself!" Hou Wei just started the entrepreneurial road. After several years of planting, he established Yunfeng Four-leaf Ginseng Farmers' Professional Cooperative. Under his leadership, more than 10 impoverished disabled people who joined the community achieved poverty alleviation.

Instead of bowing to destiny, sooner or later, the "poor hat" will be left behind.

Gao Xiuhu, a villager in Dabeishan Village, Longquan Town, Jingyu County, Jilin Province, suffered a lifelong disability due to two car accidents and owed debts to his life. The village was going to provide him with a minimum guarantee, and the stubborn Gao Xiuhu politely refused.

"I want to make money by my own efforts." Gao Xiuhu did not bow his head to his destiny, went to the field to study and learn to plant Ganoderma, and returned to the village to grow his own. From the initial shed to more than a dozen sheds, Gao Xiuhu paid off all foreign debts.

In 2018, Gao Xiuhu established Jingyu County Wangnongyuan Ganoderma lucidum Development Co., Ltd., and placed 20 disabled people for employment, including 10 poor disabled people who have filed cards. At present, these poor disabled people are all out of poverty.

With every effort to pursue it bravely, the dream of starting a business to become rich is no longer far away. Xie Hongde, director of the Poverty Alleviation Office of the China Disabled Persons' Federation, said that since the country implemented targeted poverty alleviation, the number of impoverished disabled people in China has decreased from more than 7 million to nearly 500,000 at the end of 2019, and by 1.2 million in 2019 alone.

Bottom up, igniting the hope of life

"Taking care of one person, dragging down a group of people, and making a family poor" is a true portrayal of many poor and severely disabled families, and it is also the "most difficult bite" in the fight against poverty. In Zhumadian City, Henan Province, concentrated care for the lives of some poor and severely disabled families has rekindled their hopes for life.

38-year-old Wu Liang is from Lupo Village, Guanwangmiao Township, Economic Development District, Zhumadian City. His mother is also disabled and has paralysis of the lower limbs. In order to get Wu Liang's family out of poverty, Zhumadian arranged for Wu Liang and his mother to stay in a nursing center so that Wu Liang's father could work with peace of mind.

After Wu Liang came to the nursery center, he did not worry about three meals a day, took a bath twice a week, and had regular medical examinations. "I used to feel that I was a burden to live. Now that the national poverty alleviation policy is good, let us live a happy life." Wu Liang said.

Since 2016, Zhumadian City has explored the development of centralized care for poor and severely disabled people, to achieve "care for one person, liberate a group of people, and a happy family", and has embarked on a new way out of poverty. At present, Zhumadian City has established 103 centralized care centers for severely disabled persons, and has accommodated more than 2,000 severely disabled persons in poverty.

Jilin Province implemented the “Sunshine Homeland Program” last year, etc., providing subsidies for care or care for nearly 10,000 disabled people, and supported the construction of 17 county-level day care demonstration stations for disabled people. Dong Shuang, head of the Education and Employment Department of the Jilin Province Disabled Persons' Federation, said that the next step will be to provide care services for the severely disabled in the province.

Liu Yujia, a severely disabled person in Pingyang Village, Pingyang Town, Tailai County, Heilongjiang Province, receives a monthly subsidy from the local government for living expenses and nursing allowance for severely disabled persons, totaling 180 yuan. "This subsidy saves our family from worrying about grain, oil and rice noodles every month." Liu Yujia said.

From January 1, 2016, the living allowances for the disabled and the nursing allowance for severely disabled persons have been formally implemented nationwide. These two subsidies are special subsidies for the special living difficulties and long-term care difficulties of disabled people, and have become an important support for poor disabled people to get rid of poverty.

Undercover security, care services, poverty alleviation projects, rehabilitation services ... The pace of poverty alleviation and poverty alleviation work continues everywhere, and more and more impoverished disabled people are able to create their own happy lives.
