Dynamically improve measures to prevent cross-border imports of epidemic situations, and improve targeted effectiveness. Strengthen precise prevention and control and standardize disposal, investigate and eliminate hidden dangers of the risk of epidemic rebound, and create favorable conditions for the promotion of full-scale resumption of production.
The meeting requested that we should grasp the key points, implement accurate and effective policies, and strengthen the prevention of cross-border imports of overseas epidemic situations. Continue to strictly control ports, minimize unnecessary cross-border movements of personnel, and coordinate port management, inspection and quarantine, closed transshipment, and isolation diagnosis and treatment. According to the different prevention and control pressures in border provinces, the Mainland ’s medical prevention and control expert working group is organized to the frontline of the border to support and guide epidemic prevention and control, the construction of sheltered hospitals, the establishment of centralized isolation points and designated medical institutions, and the treatment of patients. Facilities, diagnosis and treatment equipment, etc., to enhance the prevention and control capabilities of border areas and port cities. Strengthen international cooperation in epidemic prevention and control, strictly control the export quality of medical epidemic prevention materials, and severely investigate and punish acts that are not qualified and do not produce according to the standard, and raise prices for epidemic prevention products and raw materials.
The meeting pointed out that sporadic cases have recently occurred in individual areas, and it is necessary to continue to carry out community prevention and control, implement prevention and control measures from household to person, treat all Chinese and foreign citizens equally, and prevent the spread of the epidemic. Effectively carry out epidemiological investigation and medical management of asymptomatic infected persons and their close contacts. Through community, medical institutions, hot consultation, face-to-face three lines of defense, timely detection of confirmed cases and asymptomatic infections, and resolutely implement the "four early" measures. Seek truth from facts, openly and transparently release information on the epidemic situation to the society, and scientifically do a good job in the investigation of the cumulative situation of asymptomatic patients and information release. It is necessary to strengthen the detection and health management of people away from Han, and do a good job of expanding the scope of nucleic acid and antibody detection, which can not only reassure the masses, but also facilitate the flow of people and promote the comprehensive resumption of production. For key people who are engaged in teachers, medical work, public places, transportation and other services at the destination, nucleic acid testing should be exhausted, and other groups are encouraged to perform nucleic acid testing before leaving Han. Wuhan City should advance the investigation of serum epidemiology of asymptomatic patients as soon as possible. If the person leaving Han holds a negative nucleic acid test or a positive serum specific protective antibody test within 7 days before arriving at the destination, normal work can be resumed and production resumed. Those who have not performed nucleic acid testing or cannot provide a positive antibody test result before leaving Han shall strictly implement the destination prevention and control requirements and regulations. Increase scientific research efforts, improve testing capabilities, and shorten testing time.
