The events insurance committee in Dubai took nearly six months, during which it held periodic meetings and field visits, to develop a plan to secure New Year's celebrations, which will be held in downtown Dubai.

Around one million and 600,000 visitors are expected to watch the fireworks, which will last approximately six minutes in Burj Khalifa and other celebration areas, in Festival City, Burj Al Arab and the Palm Island, while traffic will be managed and individuals will be transported from the Unified Control Center for Transport and Road Systems, affiliated to the Roads and Transport Authority in Dubai, "one of the largest and most modern control centers in the world."

The General Directorate of Civil Defense has allocated 600 firefighters and rescuers to secure 25 celebration sites in Dubai, as part of a plan that also included ensuring the effectiveness of safety systems in buildings that will witness fireworks.

As for the Dubai Ambulance Service Corporation, a marine ambulance service has been set up near the Burj Al Arab.

In detail, the head of the Events Insurance Committee, Major General Abdullah Al-Gheiti, said that the committee, which includes 40 government and private entities, ended its preparations to secure the largest event in terms of number, pointing to the use of advanced technologies that rely on artificial intelligence in the operations of securing and transporting visitors in the central Dubai area, and the various streets Emirate, to ensure they enjoy celebrations.

He stressed the necessity of everyone cooperating with the police, and adhering to traffic instructions to avoid crowds, pointing to the provision of a number of supply tents in the center of Dubai to provide services of finds and lost items, first aid, logistical support, receiving lost children, guiding visitors, and other services.

He continued that the Events Insurance Committee had specified three tracks for the public from the metro stations to the Burj Khalifa area, the first from the Burj Khalifa station, and branched into two tracks, the first for families to the island park area and the area behind the “Burj View”, while the second section was dedicated to singles, to the region « South Ridge »Designated to Watch Fireworks. The Director of the General Department of Civil Defense, Major General Rashid Thani Al-Matroushi, said that the department has allocated more than 600 of its officers and individuals to secure the celebration areas, as well as the preparation of 21 centers for any emergency, while providing 70 firefighting mechanisms.

He added that insurance operations did not start during the celebrations period, but were preceded by coordination and cooperation with developers, consultants and contractors, to work to raise the efficiency of safety systems in buildings and facilities that will witness the launch of fireworks or celebrations, and to ensure the effectiveness of safety systems in them, along with the allocation of an engineer Fire extinguishing companies cooperating in each location, especially the vital areas of the celebrations.

In turn, the director of Dubai Corporation for Ambulance Services, Khalifa Bin Drai, revealed the allocation of 212 different ambulance mechanisms, including motorcycles, air vehicles and vehicles, to the comprehensive field hospital, where 15 ambulances are available at the celebration site in the Burj Khalifa area and 80 paramedics. He emphasized the use of marine ambulance for the first time in the Burj Al Arab area.

Unified Control Center

The Executive Director of the Traffic and Roads Agency at the Roads and Transport Authority, Eng. Maitha bin Adi, confirmed the Traffic Traffic and Mobility Department on New Year's Eve from the Unified Control Center for Transport and Road Systems, which is affiliated to the authority, which is one of the largest and most modern control centers in the world.

She pointed to the presence of work teams from the authority, Dubai Police, Civil Defense, Dubai Ambulance Services Corporation and Emaar Real Estate Company in the unified control center for New Year's Eve, to follow up and organize traffic and the movement of visitors in various vital areas in Dubai, specifically the Burj Khalifa area.

She stated that the traffic management plan includes five main axes to ensure the smooth flow of traffic. The first axis includes the closure of specific streets to focus on the mass transit services provided by the authority, including Boulevard Street. And it will be closed from four in the evening, after the positions in this area are filled, pointing out the need for people who have reservations in the Boulevard or Dubai Mall to attend, before the closing date, and start the financial center and Sukuk, starting from six in the evening, and Al-Asayil Street (from Oud Maitha Street to Maidan Street) At 4:00 p.m. for using a public transportation and emergency vehicles route, and Al-Sa`da Street, between the two intersections of Al-Midan Street and Zabeel Second Street gradually, between six in the evening and eight in the evening, and the closure continues until the end of the event.

She emphasized that the closures will be made through the distribution of the Authority's operational team at the sites equipped with the requirements for the closing process, in cooperation with the Dubai Police.

On Dubai Metro services, she drew attention to the closure of the Burj Khalifa station from ten in the evening until six in the morning, in addition to defining a pedestrian crossing area regularly on Sheikh Zayed Road near the Burj Khalifa metro station, under the supervision of police officers and the Authority's operational team, to allow pedestrians to cross Sheikh Street Zayed organized and prevent random crossing on Sheikh Zayed Road.

Public transportation services

Maitha bin Adi said that the second axis deals with public transportation, as 210 buses will be operated to transport visitors from the event area to outside it, specifically to metro stations, bearing in mind that buses will be free within the specified routes. It will be distributed by 80 buses on Sheikh Zayed Road towards the commercial center to transport the public from the front of the Burj Khalifa metro to Al Wasl Club and Al Jafiliya station and Al Mankhool station, and 45 buses on Sheikh Zayed Road towards Abu Dhabi to transport the public from the front of the Burj Khalifa metro to the Noor Islamic Bank metro station, and 55 buses To transfer the public from Financial Center Street to Al Wasl Club parking, Al Jafiliya parking, Deira City Center and Al Mankhool prayer hall, 10 buses to transport the public from Burj Khalifa Street to Deira City Center station, and 20 buses to transport the public from Gulf Business Metro Station (on Al Saada Street) to Deira Station City Center, expected to transfer more than 40l Passenger during the departure time (between 12 midnight and 4 am).

She pointed to the fourth axis, which includes operating the red line for the metro starting from five dawn on Tuesday (31 December) continuously until 12 am on January 2, for a period of up to 43 hours. And the operation of the Green Line from half past five in the morning on Tuesday until 12 in the morning of January, for more than 42 hours. And operating the tram from six in the morning Tuesday to one in the morning Thursday, in order to facilitate the arrival of the public to the event area, and exit from it, is expected to reach the number of metro passengers to one million and 380 thousand people on Tuesday and Wednesday.

She added that the fifth axis deals with indicative boards and smart systems, as 55 indicative boards will be provided to alternative situations. Traffic lights will also be controlled on the financial center streets and the "Boulevard" through smart systems, to ensure the smooth flow of traffic at different peak hours, in coordination with the "Emaar" operations room. The variable smart displays will also be used to alert road users when making closings and direct the public to use alternative parking spaces.

She explained that pedestrian bridges on the water channel and support lifts will be closed in order to preserve the public safety, in addition to the closing of the pedestrian pier on Sheikh Zayed Bridge on the water channel.

The Director General of the Dubai Corporation for Ambulance Services, Khalifa bin Dray, said that "Dubai Ambulance" is keen to provide humanitarian support, even if it is outside its jurisdiction, such as the case of elderly Saudi travelers who failed to fly after the celebrations due to the crowds, so they were transported by an ambulance.

He stressed that the paramedics are keen to provide immediate aid to members of the public, pointing out that the majority of cases occur as a result of fatigue, or because of the lack of medicines for patients who go to celebrations at an early hour.
