The purpose of a new qualification test to gain basic admission to the university is to open a faster path for, for example, uneducated teachers, nursing staff and others who could work in community-based professions.

During 2016 to 2018, the government supported the higher education institutions with 30 million a year to develop a system where people who lacked qualifications from high school could be assumed to have real competence. But the effort has not had the desired effect. That's what DN writes.

"There must be more ways to higher education"

Now Matilda Ernkrans (S), Minister of Higher Education, says that she hopes to start a pilot project for a new qualification test already before 2025.

- We must take advantage of people's skills. In a strong society there must be opportunities for people to educate themselves and get jobs. Then there must be more ways in to higher education, she tells SVT.

A test for the professionals

The test is aimed at persons who do not have upper secondary school qualifications, but have professional or other relevant experience.

- The University and Higher Education Council has already started work, but will now receive another 15 million for 2020 to develop a national qualification test for higher education, says Matilda Ernkrans.

She says the hope is that the new competency test will lead to a reduction in the shortage of staff in certain occupational groups. For example, an experienced nurse should be able to count on competence so that they can be admitted to nursing education.
