This is one of the departments with the most difficulties in France. The Seine-Saint-Denis - where 28% of the population lives below the poverty line - is at the heart of a plan presented Thursday by the government.

Edouard Philippe, accompanied by several ministers, will tell local officials about twenty measures to try to improve the daily life in this department.

The government promises "made-to-measure". A year and a half after a damning parliamentary report on inequalities in Seine-Saint-Denis, the Prime Minister will unveil this Thursday morning 23 measures, from safety to education through health.

A fidelity bonus of 10,000 euros will be paid to teachers after 5 years of service in the department, 100 judicial police officer positions will be created within two years, 12 magistrates and 35 clerks will be hired and 10 million euros are planned to better accommodate the frail.

Matignon boasts a "transversal" plan, a change of method with proposals from the field. The prefect organized about twenty meetings with the mayors of Seine-Saint-Denis to draw up this plan.

"Never seen" according to the cabinet of Edward Philippe who hopes to score points in the neighborhoods.

" Will we have met all expectations? Of course not. But we want to launch a dynamic, "moderates a counselor.
