According to investigators, a clap of gas in one of the apartments on January 14 occurred due to the open burner of the gas stove. At the same time, a large volume of gas was associated with insufficient natural ventilation of the room.

“Investigators found that the hood in the kitchen was equipped with forced electric ventilation ... All this led to the fact that the gas-air mixture reached an explosive concentration,” the department explained.

As a result of investigative actions, it was found that the owner of the apartment in 2016 entered into an agreement for annual maintenance of in-house gas equipment with a branch of PJSC Gazprom Gas Distribution Rostov-on-Don in the city of Shakhty.

However, the inspection of gas equipment and the verification of the ventilation duct in the indicated apartment since 2016 were no longer carried out.

At the same time, the locksmith who last serviced the equipment did not reveal any violations and did not take measures to organize the replacement of forced ventilation with natural ventilation.

“The actions of the head of the VDGO (Domestic Gas Equipment. - RT ) service of the Shakhty branch and a locksmith show signs of a crime ... the provision of services that do not meet the safety requirements for the life and health of consumers,” the IC concluded.

On the morning of January 14, a gas explosion occurred in a multi-story apartment building in Shakhty, after which the ceilings between the two upper floors collapsed.

A senator from the Rostov region, a member of the Federation Council committee on constitutional law and state building, Irina Rukavishnikova, in an interview with the NSN, spoke about the need for legal support for citizens to prevent household gas explosions in homes.
