01 October 2019The negotiation lasted months and in the middle there was a change of government, but in the end the agreement between unions and the Ministry of Education for the stabilization of precarious teachers was signed and this time without the formula "unless understood "which instead had been affixed when the negotiation was made by the former owner of Viale Trastevere, Marco Bussetti. "It is one of the first issues I will deal with," the new minister Lorenzo Fioramonti said a few days after taking office, and tonight, immediately after the signing, he guaranteed that the agreement would be presented to the "next Council of Ministers".

The agreement, which follows that of April 24, 2019 when Prime Minister Giuseppe Conte was also present, provides for a law decree to announce an ordinary and extraordinary competition that will allow about 24,000 temporary workers, with experience behind them of teaching at least 36 months in the state school, to be able to get into the chair already in the school year 2020-2021. Fioramonti assured that thanks to the decree and therefore to the two extraordinary and ordinary competitions, there will shortly be "about 50 thousand more teachers in Italian schools". The document, signed today by the minister and the representatives of the main unions of the school sector (CGIL, CISL, UIL, Gilda and Snals), therefore contains the commitment "to ban, concurrently with the ordinary one, an extraordinary competition for at least 24 thousand places in the secondary school of first and second degree, reserved for teachers who have at least 3 years of previous seniority in state secondary school, also on support, of which one in the competition class for which they compete.

The competition provides - reads the agreement - a selective computer-based written test consisting of multiple choice questions, for which a minimum score of seven tenths is required. During the repeatable trial period, the newly placed in the role will have to acquire, if they are not already in possession of it and with charges borne by the State, the 24 university or academic training credits as per legislative decree number 59 of 2017 ".

The agreement also states that "the trial period will end with a selective oral exam, with a minimum score of seven tenths, in which the newly placed will have to demonstrate that they know how to design and lead a lesson. To this end, the evaluation committee will be integrated by at least one external member chosen from among the technical managers, school administrators and professors of the same competition class ". The agreement, after several push and pull, has satisfied the unions that have long been asking for government attention to resolve the age-old question of the precarious of the school. Together with the decree law in the agreement, the minister's commitment is also expected "to present to the Council of Ministers a draft law linked to the public finance maneuver, to be drawn up following an in-depth discussion with the trade unions, which governs structural paths of training and administration of teaching staff ". In turn, the ministry, "through the competent departments and general directorates, will activate joint technical tables with the trade unions, aimed at the budget law, on the subject of administrative simplification for educational and educational institutions, as well as teaching staff and Ata" .
