The law must be an umbrella for all sectors and programs. It is the guarantor of the rights of all parties, be they economic, social or cultural, and I think it should be a common factor in all aspects of our government's wise strategy.

In view of economic growth, we have met challenges, including low oil revenues, so strategies have been developed to build an industrial sector that compensates for the lack of rent revenue, but this requires funding allocations, and the budget bears the burden of providing for the construction of the sector and development, which drives them to postpone priority projects, so we propose Activating the law of partnership between the public and private sectors.Thus, the private sector bears the burden of financing, construction, management and operation of development projects.The state will become an effective controller and supervisor of the economy.The private sector works for it in return, and the risks of the project are distributed between the two parties. We can exploit and transfer the technology and expertise of the private sector at a negligible cost, and we will work to activate the Emiratisation program by committing the state to its own partner with a certain percentage of citizens, and training them, and all of the above falls under the umbrella of the partnership law.

With regard to Emiratisation, I believe that the problem is not to raise the rates of Emiratisation. Easily, all of the above will not be achieved without a law dealing with this aspect, and deter anyone who circumvents it.

Even education, we must support it with artificial intelligence to build a generation of technology innovators and not only users of technology, as well as the promotion of educational tourism, we have the possibilities to accommodate educational energies, curricula as we can compete, and laws for the education sectors that we have achieved global achievements.

As well as supporting the fields of education in technical sciences, mathematics and technology to the need of the labor market, and remove their obstacles by identifying wages and benefits commensurate with the effort in collecting them, and we will call for the link between education and training, to bridge the gap between them, and to produce human resources national fit the needs of the labor market.

The law should also regulate the status of retirees, through which they can benefit from their previous job experience by raising their retirement age, recommending raising their maximum salaries, and universal health insurance cards, to ensure a decent life for those who have spent their lives building and serving the community.

One problem that must be reviewed legally is the problem of financial defaulters. A citizen who receives financing is the weaker party compared to the financial institution, which is responsible for setting the terms of the contract, so that means must be taken to ensure that they do not rush to prosecute them, and recommend to work to pay their bad debts through Funds of the vulva and charity, and make proposals to maintain a balance between the interest of both parties, and to avoid the gaps faced by citizens, and address them in a way that serves the interest of the citizen.
