It was in 2017 that the region signed an agreement with staffing companies for specialist doctors. The agreements had not been preceded by advertising under the Public Procurement Act.
The reason was that the procurement of a new framework agreement that Västerbotten County Council would do for the four northernmost county councils pulled out at the time. Therefore, Region J / H made its own direct procurement.
In 2017, the region purchased these rental services for SEK 138.5 million.
The Swedish Competition Authority has applied to the Administrative Court for the region to pay 3.5 million in procurement damages, something the court has now decided on.
The Region Västerbotten, Norrbotten and Västernorrland are also fined.
