A body of senior officials

The General Inspectorate of Administration is an organ attached to the Ministry of the Interior for which it has a "superior control" function. Inspired in 1781 by the Minister of Finance of Louis XVI, Jacques Necker, the IGA exists in its current form since 1948. Composed of 90 members, mostly senior officials, it performs missions ranging from auditing to consulting, through the evaluation of public policies. This body may intervene on issues concerning internal security, state reform or public liberties, at the request of the Prime Minister or any other member of the government.

Considered as a large body of the state, the IGA recruits most of its members at the exit of the National School of Administration (ENA). In her ranks, she has prefects but also civil administrators, territorial administrators, general and superior officers of gendarmerie, directors of the national police as well as a officer of the firemen.

A multidisciplinary team that is supposed to "enrich the dialogue within the missions" and publishes more than one hundred reports - public or confidential - each year, specifies on its site the Place Beauvau. In 2018, 30% of them were devoted to the organization of the state and its services. His latest published works include air quality, the flood of the Seine in January-February 2018 and the issue of unaccompanied minors.

An independence of action

In its investigations, the IGA undertakes to respect a code of ethics, which requires "the loyalty, integrity, individual responsibility, independence, impartiality and discretion" of its members. An inspector of the IGA must thus preserve "in all circumstances its independence of action and its freedom of judgment", specifies the article 4 of this charter. To carry out their reports, senior officials have "free access to the services, institutions, institutions and organizations" that they control and audit.

Although the conclusions of the IGA are not required to be applied, his reports are nevertheless scrutinized with interest. In an activity report for the year 2018, the inspection had pointed out that the plan proposed by its services after an audit of drinking water in Guadeloupe, passed into the hands of the prefect and the Ministry of Ecological Transition, is found "in the process of realization".

A new report for September 4th

If the report of the General Inspectorate of the National Police (IGPN) does not establish a link between the intervention of the police and the disappearance of the young man, that of the IGA could indict the directives given by the prefecture of Loire-Atlantique, the night of June 21st.
