The state traffic inspectorate has published on its website a map of photo and video recording systems of traffic violations on the Russian roads. In total, there are now about 16 thousand of them in Russia, of which about 12 thousand are stationary, and about four thousand more are mobile.

While information about the cameras is not available for all regions. For example, there is no data on complexes in the Khanty-Mansiysk and Nenets Autonomous Districts, the Chechen Republic, Sevastopol and some other regions on the new traffic police map.

After the media reported about the appearance of the service, the interest of the drivers noticeably exceeded the capabilities of the department site - the service was overloaded during the first hours of operation.

As noted in the press service of the Ministry of Internal Affairs of the Russian Federation, in order to learn about the location of a particular camera, you must go to the section “Complexes of photo and video recordings on the roads” from the website of Gibdd.rf and select the desired region. Then his map will appear, where all the complexes are already detailed.

At the same time, the press service of the department noted that the section will be regularly updated with relevant information.

The initiative was implemented after the instructions of the President of the Russian Federation Vladimir Putin at a meeting of the State Council, which was held on June 26. Then he drew attention to the fact that the purpose of placing means of photo and video fixation is not to collect fines from drivers, but above all to reduce accidents on the roads and preserve the lives of people. In this regard, the president urged not to hide the camera.

Following the meeting, the specialists of the State Traffic Inspectorate developed an interactive section of the site.

“The new section was created with the goal of wider informing road users of the installation sites of automatic photo and video recordings, and also helps navigation application developers to be guided by the information received in their activities,” the press service of the Ministry of Internal Affairs said.

This is not the first interactive service that functions on the traffic police website. Motorists can already quickly receive information about the presence of fines, to check the vehicle driver's license.

The developer of the GOST for road complexes for fixing traffic violations Grigory Shukhman believes that the new map will not be useful for motorists.

“Formally, the presidential order has been fulfilled - the information is posted, but questions remain about the relevance of this information, how quickly it will be updated. The second is the legal consequences. If the complex is not marked on the official map, will the drivers be able to challenge the legality of the violations received in court and cancel the decision. And so now this card is for general information, which gives nothing to the driver, ”the expert told RT.

Shukhman noted that it would be inconvenient for drivers on the road to enter the site and check for cameras on the site. In addition, now there are many relevant mobile applications that are more convenient than the traffic police card.

“Information from the traffic police is just a static map that you cannot use on the road. You need some kind of official app. And while it is not, "- says Shukhman.

Therefore, he assumes that the number of offenses recorded by cameras of photo and video recording will remain at the same level, since the benefit of having information about the installation sites of the complexes will level the inconvenience of its use on the road.

“There are regions on the map in which, according to the map, there are no cameras. I think that this is not because they really do not exist, but simply in those areas there is a lack of administrative resources, that is, those who will collect these data and send them to the State Automobile Inspectorate. This is an organizational question, ”said Shukhman.

The expert notes that at the moment the most pressing problem of drivers associated with cameras, photo and video, is the inability of the driver to prove that the camera due to incorrect installation gave out incorrect data.

“Drivers can use DVRs, but they are not certified devices for measuring speed. Therefore, if the camera is installed incorrectly, and if it is distributed at a certain angle, it can overestimate the speed of movement, the driver will never be able to prove it, ”concluded the expert.

Recall that this week, Vladimir Putin signed a law that simplifies the issuance of license plates. From January 1, 2020, car owners will be able to receive them not only from the State Traffic Safety Inspectorate, but also from a “manufacturer of state license plates”.
