Russia has intervened systematically in the US election, but has not complied with President Donald Trump's campaign, the Special Rapporteur on allegations of Russia's intervention in the 2016 US presidential election, Robert Mueller, said yesterday. Muller's comments came at a long-awaited hearing in the US Congress on Monday, amid intense anticipation of whether he would reveal President Trump's involvement in any wrongdoing. Muller said he could not say whether Trump should be prosecuted for obstruction of justice, adding that the investigation did not prove complicity or conspiracy between Trump and Russia.

In May, Muller announced his resignation after completing the investigation, saying that the indictment was not "possible." Muller pointed out that accusing President Trump of the crime of obstructing justice "was not a possible option" because of the policy of the Ministry of Justice. "The office of the special investigator is part of the Ministry of Justice, and a law is binding on the policy of this ministry," he said. "The indictment of a president for committing a crime is not an option, we can study it."
