“The illegal actions of Kelbakh led to grave consequences and substantial violations of the interests of the state protected by law, causing damage in the amount of more than 2 billion rubles,” the report states.

According to the investigation, in 2017 Kelbach wrongfully provided an additional advance payment in the amount of 2 billion rubles to Crocus International.

Earlier, Prosecutor General Yury Chaika stated that a criminal case had been initiated against the head of Avtodor due to violations during the construction of the Central Ring Road in the Moscow Region.

According to him, this decision was made following an audit of the implementation of the relevant project.

Later, Avtodor clarified that the case of violations during the construction of the Central Ring Road was connected with the former head of the state-owned company.
