The corresponding message was posted on Twitter by the French Foreign Ministry.
"France is pleased to note the return of the Russian delegation to the Parliamentary Assembly of the Council of Europe," the statement said.
Also in the French Foreign Ministry are convinced that "Russia must have its roots in Europe."
